The mystery

The story, as Greek writers told it, runs like this. A king of Babylon, the great city on the Euphrates in what is now southern Iraq, had married a woman from the mountains of Media, in the north-west of modern Iran. In the flat river country she pined for hills, so the king built her an artificial mountain beside the palace. He raised stone terraces on brick vaults, one above another like the tiers of a theatre, covered them with earth deep enough for full-grown trees, and planted them so that the whole rose like a wooded hillside. Water reached the top from the river through machinery hidden inside the structure, and no one outside could see how the garden was fed. By the first century BC Greek writers counted it among the seven wonders of the world.

Five ancient descriptions survive. None of their authors writes as someone who had seen the garden, and they do not agree about who built it. The earliest is Berossus, a priest of Babylon who wrote a history of his country in Greek about 290 BC and whose words survive only in quotation by later writers. He names Nebuchadnezzar II, king of Babylon from 605 to 562 BC, who rebuilt the city and who appears in the Bible as the destroyer of Jerusalem. Babylon is the probable answer: the evidence clearly favours it over the other two but does not prove it, and the percentage moves when the same evidence is weighed differently. 1. Dalley's case

The five descriptions are: Berossus, as quoted by Josephus, the Jewish historian who wrote in Greek at Rome about AD 95, with a one-line parallel in Abydenus, a Greek writer on Assyrian history of about the second century AD; Diodorus Siculus, a Greek historian of the first century BC (2.10, that is, book 2, chapter 10; ancient works are cited by book and chapter throughout); Strabo, the Greek geographer writing about AD 20 (16.1.5); Quintus Curtius Rufus, a Roman historian of Alexander the Great writing in the first century AD (5.1.31–35); and a short treatise on the seven wonders that circulates under the name of Philo of Byzantium, a Greek engineer of the third century BC, though the treatise itself was written between the fourth and sixth centuries AD. Four of the five put the garden in Babylon. Philo, the latest, names no city, king or river.

The garden is beside the palace, and nothing is said of terraces. itâša azqup, "I planted alongside it", is the whole of its topography. "A wonder for all peoples" is said of the palace, not of the garden. The clause ana tabrāt kiššat nišī governs "I raised the superstructure of the entire palace" (vii 50–51), on the editors' reading of siḫirti ekalli as "the entire palace". Dalley reads line vii 48 as the two components of a screw pump: gišmaḫḫu (GIŠ.MAḪ, "great tree") as the cylinder, on the strength of its use for "cylinder" in Babylonian mathematical problem texts, and alamittu, a kind of palm, as the spiral, because Mesopotamian temple façades render a palm trunk as a spiral column. Cast in bronze, the two would make an Archimedean screw. Neither the dictionaries nor the editors have accepted the reading. Sennacherib's canals are real, and they are the part of Dalley's case that survives best as archaeology. The Kisiri canal of 702 BC ran "from the border of the city Kisiri to the plain of Nineveh … for a distance of one and a half leagues from the Ḫusur River" (no. 1: 89–90); the Ḫusur, today the Khosr, is the stream that runs through Nineveh into the Tigris. In 694 the springs of Mount Muṣri, in the hills north-east of the city, were added. In 690 the inscription cut into the rock at Bavian, at the head of the system, records eighteen canals joined to the Khosr and the canal from the river Gomel at Khinnis, carried over the Jerwan valley on a stone aqueduct 280 m long and 22 m wide, whose blocks bear the text "I caused a canal to be dug to the meadows of Nineveh. Over deep-cut ravines I spanned a bridge of white stone blocks. Those waters I caused to pass over upon it" (Jacobsen and Lloyd 1935, 19–23, the report of Thorkild Jacobsen and Seton Lloyd, who excavated the aqueduct in the 1930s). The landscape archaeologist Jason Ur's study of satellite imagery (2005) and the fieldwork of Daniele Morandi Bonacossi of the University of Udine since 2012 have mapped the whole system, most recently the reliefs on the Faida canal.

But every text delivers the water to the tamirtu, the irrigated plain and meadows of Nineveh, to orchards "upstream and downstream of the city" and to the citizens' fields. No Babylonian royal inscription mentions the garden. The 2024 edition confirms this for the whole dynasty: no inscription of Nebuchadnezzar II from Babylon contains the word for garden (GIŠ.KIRI₆), and the two occurrences of kirû, "garden, orchard", in the entire Neo-Babylonian royal corpus are the orchards of Nabonidus, the last king of Babylon (556 to 539 BC), at the southern city of Ur, and fruit in a funerary offering. The editors of RINBE 1/1, commenting on the North Palace passage, write: "The creation of a garden is not mentioned in this inscription, nor in any other extant text of Nebuchadnezzar" (Novotny and Weiershäuser 2024, 94). "… (two strong embankments) wall(s that were) as (solid as) a mountain. I fashioned a baked brick structure between them and, on top of it, I built to a great height a large kummu-building as the residence of my royal majesty using bitumen and baked brick. I added (it) to the palace of my father … I secured its foundation on the surface of the netherworld and raised its superstructure as high as a mountain. I completed its construction in (just) fifteen days and made the seat of my lordly majesty resplendent."

The inscription is on a stone slab from Babylon given to the East India Company in London in 1803 and now in the British Museum; kummu is a word for a residential building that the editors leave untranslated. The earlier phase of the same terrace (Nebuchadnezzar II text no. 21 in the same edition, ii 33–35) calls it ku-um-mu ge-gu-na-a-tim ra-ba-a-tim, "a kummu-building (made) of large gigunûs", using the word for the stepped terraces of a temple tower (a ziggurat). The Chicago Assyrian Dictionary noted in 1956 that "this unique instance of a secular use of the g. could well have been interpreted as a 'hanging garden' especially if these g.'s were decorated with trees, an assumption for which, however, there is no evidence" (CAD G, 70). Berossus' paragraph on Nebuchadnezzar tracks this inscription item by item: the triple walls, the gates, "another palace adjoining his father's", finished "in fifteen days", and then the stone terraces "made to look like mountains" planted with trees. The "fifteen days" is Nebuchadnezzar's own boast (RINBE 1/1 reads it as half an ideal month). The "high as a mountain" is his own simile, used twice. Rollinger (2013) argued that Greek κρεμαστός, "hanging", is the Greek rendering of exactly this phrase, and Pedersén concludes that "a simple reading of the text would be that he placed what was called the 'Hanging Gardens' in the North Palace" (2021, 124). The North Palace terrace stood about 15 m above the plain, with a 13 m-wide canal running through the complex and stone inlet grids under the terrace; Diodorus' four plethra square (a plethron is about 30 m) "is not so far from the size of the part of the terrace with the main building of the North Palace" (Pedersén 2021, 121–124). A Babylonian tablet of the Persian period lists gardeners (nukaribbu) and water-drawers (dālû) assigned to the "new palace" (a tablet published by Kathleen Abraham, 2004 no. 18, as reported by Pedersén 2021, 121). So in the Persian period the new palace had a garden, gardeners and water-drawers, whether or not it was the garden the Greeks described.

Koldewey's identification was the first, and it failed. He placed the hanging garden in a block of fourteen vaulted cells in the north-east corner of the Southern Palace, the main palace begun by Nebuchadnezzar's father, because it was the one place with worked stone and had an odd three-shafted well that he read as a chain pump. He hedged even then: the identification "when studied in detail bristles with difficulties"; "according to Berosus, the hanging gardens must have been on the Kasr [the palace mound] … The Principal Citadel [the North Palace] may also be taken into consideration"; and Strabo's four plethra "is exactly four times its actual measurement" (Koldewey 1914, 95–98). The cells turned out to be a storage half-basement of 500–600 m² per floor, holding the ration archive of 303 tablets that names Jehoiachin, the king of Judah deported to Babylon in 597 BC, and the limestone is the paving of the Processional Way, the ceremonial street that ran past the palace (Pedersén 2021, 101–102; 2025). The identification has no defenders in the current literature. The alternatives (the Western Outwork, a massive riverside structure west of the Southern Palace, favoured by the British Assyriologist Donald Wiseman and by Reade; the North Palace, favoured by Rollinger, the Leipzig Assyriologist Michael Streck and Pedersén) all lie in ground that is denuded, robbed of its bricks and largely unexcavated. So the absence of a garden in the excavated parts of Babylon says nothing about the unexcavated parts.

4. The Greek and Latin witnesses

Read in the original, the texts are more specific about place, and less specific about builder, than secondary accounts generally report. Translations are from the Loeb Classical Library, the standard series with Greek or Latin facing English, unless another translator is named.

Berossus' history survives only in quotation; BNJ 680 F 8 is the fragment's number in Brill's New Jacoby, the collection of the fragmentary Greek historians. Also in Josephus' Jewish Antiquities 10.226 with small variants, and in George Syncellus, a Byzantine chronicler of about AD 800. The same sentence is what Josephus attributes to Berossus immediately after the "fifteen days". Abydenus, independently of Josephus, has: τά τε βασιλήϊα δένδροις ἤσκησε, κρεμαστοὺς παραδείσους ὀνομάσας, "His palace too he adorned with trees, and gave it the name of the Hanging Gardens" (quoted by Eusebius, the church historian of the early fourth century AD, Praeparatio Evangelica 9.41.6). Diodorus' sources: Ctesias, a Greek physician at the Persian court about 400 BC whose account of Assyria is largely legendary, and Clitarchus, who wrote a popular history of Alexander about 300 BC. Semiramis is the legendary Assyrian queen of Greek story. Dimensions: four plethra a side (about 120 m), the top gallery fifty cubits high, walls twenty-two feet thick, stone beams sixteen by four feet. The lifting devices are ὄργανα, "engines", through διατομαί, "shafts", which Dalley and Oleson admit "might imply a vertical lift by means of ropes" (2003, 12). Diodorus names his two sources for the Babylon description three sections earlier, Ctesias and "Cleitarchus and certain of those who at a later time crossed into Asia with Alexander" (2.7.3). Quintus Curtius Rufus 5.1.32–351st c. AD · on Clitarchus

Super arcem, vulgatum Graecorum fabulis miraculum, pensiles horti sunt, summam murorum altitudinem aequantes multarumque arborum umbra et proceritate amoeni. "On the top of the citadel are the hanging gardens, a wonder celebrated in the tales of the Greeks, equalling the extreme height of the walls and made charming by the shade of many lofty trees. Columns of stone were set up to sustain the whole work, and on these was laid a floor of squared blocks … There is a tradition that a king of Syria, who ruled in Babylon, undertook this mighty task, induced by love for his wife, who from longing for the woods and groves prevailed upon her husband to imitate in the level country the charm of Nature by a work of this kind." (Rolfe, Loeb)

"Syria" is Assyria in this idiom (the note of Rolfe, the Loeb translator; Strabo 16.1.2 says in terms that the historians' "Syrians" are "none other than those who set up the royal seat at Babylon and Ninus", Ninus being the Greek name for Nineveh). Curtius places the garden in Babylon, on the citadel, and calls it a wonder from the tales (fabulae) of the Greeks. Text: The Latin Library (online edition).

The remaining witnesses give less detail. The treatise under Philo's name, dated to the fourth to sixth century AD, describes trees rooted on a platform carried by columns and palm-trunk beams that do not rot, and water forced up "screw-wise" (κοχλιοειδῶς) through "the spiral of the machines" (τὸν ἕλικα τῶν μηχανημάτων). It names no builder and, in the body of the chapter, no city at all. Its one topographical detail, water channels with their springs "from higher ground" (τὰς πηγὰς ἐξ ὑπερδεξίων ἔχουσαι τόπων), is un-Babylonian and reads more naturally at Nineveh, though the tract is a rhetorical set piece and not a report. Antipater of Sidon, a Greek poet of the second or first century BC, wrote the earliest intact list of the wonders, a short poem preserved in the Byzantine collection of Greek epigrams known as the Palatine Anthology (Anthologia Palatina 9.58); a papyrus list from Alexandria now in Berlin, the Laterculi Alexandrini of the late second century BC, is older but preserves only three entries. Antipater has seen "the walls of towering Babylon on which chariots may race" and κάπων τ᾽ αἰώρημα, "the hanging [thing] of gardens". Pliny the Elder, the Roman encyclopaedist writing in AD 77, hedges the builder: "itemque pensiles, sive illos Semiramis sive Assyriae rex Syrus fecit", "and likewise the hanging ones, whether Semiramis or Syrus king of Assyria made them" (Natural History 19.49). Only the tradition that goes back to Berossus names Nebuchadnezzar. No source names Sennacherib, and every source that names a city names Babylon.

Silences, confusions and the question of a later insertion

Herodotus (1.178–187) describes Babylon's walls, gates, bridge, temple and palaces and says nothing of a garden. Xenophon's Cyropaedia, his fictionalised life of Cyrus the Great, is silent. So are the historians of Alexander who drew on eyewitnesses. Arrian, the second-century AD historian of Alexander's campaigns, drawing on two of Alexander's officers, Ptolemy and Aristobulus, records the palaces, a park (παράδεισος) across the river where the dying king was carried, the cypresses of Babylonia and the ruined tomb of Belus (the Babylonian god Marduk under his Greek name), and never a hanging garden (3.16; 7.19–25). Plutarch, the Greek biographer of about AD 100, quoting the court Journals of Alexander's reign, has Harpalus, Alexander's treasurer, adorning "the royal gardens and walks with Hellenic plants" at ground level and failing only with ivy (Alexander 35). The garden enters the record through two channels only, Clitarchus and Berossus. Dalley reads the silences as showing there was nothing at Babylon to see, but the same silences count against Nineveh: Herodotus says nothing of Nineveh's gardens either, and Xenophon, who passed Nineveh in 401 BC, describes only a ruin.

The Greek tradition did confuse Assyria and Babylonia, and did so systematically. Ctesias, through Diodorus, founds Nineveh "on the Euphrates" (2.3.2). Diodorus' Babylonian palace walls carry glazed hunting scenes with Semiramis spearing a leopard and Ninus, the legendary founder of Nineveh, a lion (2.8.6), which is Assyrian palace imagery in a Babylonian setting. Herodotus makes Babylon the seat of "Assyrian" kings after the fall of Ninus, his name for Nineveh. This is the one real support the texts give Dalley, and it explains why Diodorus and Curtius can call the builder a "Syrian" king: in the Ctesian scheme the Assyrian dynasty ruled "in Babylon and Ninus" (Strabo 16.1.2), so any pre-Persian king of Babylon is a "Syrian" one. It does not explain how a garden at Nineveh became a garden "on the bank of the Euphrates".

Berossus is the decisive witness, and Dalley treats him as such. Her answer is that the garden sentence is not Berossus at all but an insertion by Alexander Polyhistor, the Greek compiler of the first century BC through whose summary Josephus knew Berossus, or by Josephus himself, since the rest of the paragraph follows the East India House inscription item by item and the garden is the one item with no cuneiform counterpart (an argument also made by Bert van der Spek, the Amsterdam historian of Babylon, in 2008). Against this: the sentence stands in both Josephan works and in Syncellus, so Josephus found it in his Berossus, which was Polyhistor's summary. The manuscripts therefore rule out an addition after Josephus but cannot test one by Polyhistor, and that part of the case has to rest on other grounds. Abydenus, who did not draw on Josephus, has the "hanging paradeisoi" at Nebuchadnezzar's palace in different words, with no wife and no mountains, and his line may run through Megasthenes, the Greek envoy to India about 300 BC who also wrote on Assyria, rather than Polyhistor; if it does, he is a second witness, but that is likely rather than established. Berossus was writing for Greek readers and had reason to name the sight of Babylon best known to them. And a Babylonian priest with the archives in front of him is an unlikely witness to relocate a Nineveh garden to the palace of Nebuchadnezzar. Bichler and Rollinger call his testimony "the decisive crux" for the confusion thesis (2005, 187–188), and Potts, the most sympathetic specialist reviewer of Dalley's book, agrees: "If the gardens still existed in Berossus' day there is no doubt that he would have known about them and probably have seen them" (2013).

5. Weighing the evidence

To keep the weighing open to inspection, the evidence is written down as seven clusters, and each cluster is given a probability of being observed under each of the three hypotheses (its likelihood). The three hypotheses start level, one third each (the prior), the seven likelihoods are multiplied, and the last row of the table is what the evidence makes of them (the posterior). The numbers are judgements, and they are stated so that anyone can change them and rerun the script (likelihood_model.py, reproduced in full in section 8; its output is served beside this page as likelihood_results.json). Items inside a cluster rise and fall together, so each cluster gets one likelihood. Scoring the thirteen underlying items as if they were independent inflates the result: it puts Nineveh below 1%.

The result changes little with the prior. Starting instead from priors of 0.30 for Babylon, 0.40 for Nineveh and 0.30 for no single structure still ends at Babylon 56%, no single structure 38% and Nineveh 7%; starting from a sceptic's 0.30 for Babylon, 0.20 for Nineveh and 0.50 for no single structure ends at Babylon 46%, no single structure 51% and Nineveh 3%. Dropping any single cluster leaves Babylon ahead of Nineveh, though without Berossus (C2) the literary-construct hypothesis leads at 53%, and dropping the location cluster (C1) altogether, which means granting Dalley the whole confusion argument, lifts Nineveh to 27%. The Babylonian silence (C3) is the strongest item in Nineveh's favour, and it favours "no single structure" almost as much.

What Dalley's case needs in combination is more instructive. Grant that Berossus' garden sentence is an interpolation (a sentence inserted by a later hand), that Sennacherib's device was a screw, and that Greek confusion suffices to move a garden from the Tigris to the Euphrates, and Nineveh goes ahead: 55% against Babylon's 27%. Her case is coherent, and the disagreement is about three readings, each of which seems improbable on the evidence set out above, and not about the arithmetic. To make Nineveh the clear favourite one would need, in addition, an Assyrian text or image showing the garden on vaulted tiers. No such evidence exists today. That is why the headline is Babylon about 55%, a literary construct about 35%, Nineveh about 10%, all three conditional on the hypotheses as framed and on the weights in the table.

Why the "no single structure" hypothesis keeps a third of the probability

It keeps a third because the Babylonian case rests on a small number of witnesses and on an argument from a palace terrace. Berossus attests a planted terrace called the hanging paradeisos (park) in the new palace, and Clitarchus a vaulted garden in the citadel by the river. No source attests the fifty-cubit, four-plethra, screw-fed garden as a structure that anyone measured. If Berossus' sentence is Polyhistor's, and Clitarchus enlarged a raised palace garden into a wonder to match Semiramis' walls, the story would have started from something at Babylon, but no one structure at Babylon would be the garden it describes. Several historians of Babylon (Amélie Kuhrt, Paul-Alain Beaulieu, van der Spek and Michael Seymour) hold something like this view, and it deserves the weight it gets here. What it cannot easily accommodate is Abydenus' independent line and the Persian-period gardeners of the new palace.

6. Dalley's case in her own words

Her case is set out here from her own statements rather than from her critics' summaries: the 1993 article in the journal Garden History, the 2003 article with Oleson, the 2008 chapter on "Babylon" as a name for other cities and the 2017 chapter, all read in full; the 1994 article in the journal Iraq through its opening paragraphs, all seventy-five footnotes and the forty-five page-referenced quotations of it in Bichler and Rollinger; and the 2013 book through its table of contents, some 230 short excerpts located by page number and about forty longer passages pieced together from them, including the Conclusion (pp. 203–205), with Bagg's and Potts's reviews of it read in full. Neither the 1994 article nor the book was available in full outside a subscription library, and section 8 says which parts of the argument that limit affects. Her case, in her own order, runs as follows.

Babylon has yielded no evidence. "Popularly attributed to Nebuchadnezzar II … they are not mentioned in any of the copious and remarkably complete written sources for that king's reign, nor have they come to light in extensive excavation of his palaces in Babylon" (1994, 45). Herodotus, whose "informants were, as he declares, Chaldaeans" (the Greek name for Babylon's learned priests), never mentions them, and "with the gardens at Nineveh, his account is vindicated" (1993, 8–9; 1994, 45). The diversion of the Euphrates in the Persian period would in any case have left "any machinery set up there to water the gardens from the river … useless, and all the trees in the garden would soon have withered and died" (1994, 45; 2013, 14–16).

The classical writers describe an Assyrian kind of garden. Most of them "do not name [Nebuchadnezzar] as the builder": Diodorus has "a later Syrian king", Curtius "a king of Assyria reigning in Babylon", and "'Syrian' meant 'Assyrian' from at least the 7th century BC onwards" (2013, 23); "since the description of the builder given by Q. Curtius Rufus … fits Sennacherib, a new location of the Hanging Gardens is required" (1994, 51). What they describe is "a type of garden known from northern Mesopotamia, which was very different from the type characteristic of southern Mesopotamia, where Babylon lay" (2013, 40–41), "built upon artificial terraces of stone, like a Greek theatre" (2013, 20). Sennacherib's own relief, known from Layard's Original Drawing IV 77, shows trees standing on a colonnade, which Layard himself called "a hanging garden, supported upon columns", and Ashurbanipal's relief BM 124939 shows the garden fed by an arched aqueduct whose arches "resemble those found on the remains of the aqueduct at Jerwan" (2013, 51; 1994, 51 with fig. 1).

The garden sentence in Josephus is not Berossus' own. "Berossus himself may not have mentioned Nebuchadnezzar in connection with the garden, but rather that passage was probably added to his original text by one of the authors who quoted from him in the two centuries that separate Berossus from Josephus" (2013, 35); in 1994 (55–56) she names Josephus or Alexander Polyhistor as the one who inserted it, and takes Abydenus' "Nebuchadnezzar" for a textual error for Sennacherib.

Sennacherib's prism describes the wonder and its screws. Her translation: "In order to draw water up all day long, I had ropes, bronze wire and bronze chains made. And instead of a shaduf I set up the great cylinders and alamittu-screws over cisterns … I raised the height of the surroundings of the palace, to be a Wonder for All Peoples … A park imitating the Amanus mountains I laid out next to it" (2013, 63; Dalley and Oleson 2003, 7–8). The duplicate prism "showed a sign, badly damaged on the first prism, clear enough to show that the 'great tree-trunk' and the 'date-palm' were made of copper or bronze, so they were metal castings, and not, therefore, living trees" (2013, 66); gišmaḫḫu is "cylinder" in Old Babylonian mathematical problems of the early second millennium BC (1994, 52 n. 45), and the spiral trunk of the alamittu palm, imitated in the spiral mud-brick columns of Tell al-Rimah, a second-millennium BC temple site in northern Iraq, gives the screw (1994, 52–53; 2013, 68). Luckenbill's water drawn from wells would be "hardly an innovation to boast of, and, besides, inappropriate for replacing shadufs" (2013, 65). "The correct decipherment of a 7th-century BC Assyrian inscription gives a match with the crucial elements in descriptions of later Greek authors" (2013, 203); "All the arguments to be found in this book stem from the better understanding of an original Assyrian text" (2013, 204).

Nineveh was known as a Babylon, and Sennacherib had a named queen. Lexical texts call Borsippa "Babylon the second" and Eridu, in the far south of Babylonia, "a Babylon" (2013, 117–118); the Toledan tables of Azarqiel give a longest day for "Old Babylon" whose latitude "is demonstrably not that of Babylon but somewhere in Assyria, in the vicinity of Nineveh" (2013, 119; 1994, 48–49), and "36.06 degrees for 'Old Babylon' suits Nimrud" (2013, 119), Nimrud being the earlier Assyrian capital some thirty kilometres south-east of Nineveh; after 689 Sennacherib remade Nineveh on Babylon's model, renaming its gates and transferring Marduk's rites to Assur (1994, 49–50; 2013, 111). Sennacherib "lovingly dedicated" a wing of the palace "to his first wife Tashmetu-sharrat … Following a North Syrian custom, Sennacherib broke with the normal Assyrian tradition of near-anonymity for queens", which for Dalley answers the classical queen for whom the garden was made (2013, 145). "Taking each one of the confusions, it is possible to explain why Sennacherib was mistaken for Nebuchadnezzar, why Nineveh became known as a Babylon, why the Euphrates was mistaken for the Tigris, and why Semiramis was credited with building Babylon and the Hanging Garden" (2013, 126–127).

Nineveh was not destroyed in 612 BC, and knowledge of the garden could have reached the Greeks. Nineveh was not razed in 612 (1994, 56; 2013, ch. 9); "the Hanging Garden itself was not necessarily still visible and visited as a marvel in Hellenistic and later times, but the palaces with some of their sculptured panels portraying the garden could still be visited, at least in part" (2013, 202). "One might posit that all the details of construction and appearance became known to Alexander's men in 331 BC by local knowledge at Jerwan and Gaugamela, but with legends already proliferating over whether an Assyrian king, or Semiramis, or Nebuchadnezzar, was the builder" (2013, 205; Gaugamela, near Nineveh, is the battlefield where Alexander defeated the Persian king Darius III in 331 BC). She adds that "it is still a problem that knowledgeable guides would have been needed to explain that water was raised invisibly by screws" (2013, 205), and that there is "no direct evidence for [Babylon as a name of other cities] in any Assyrian inscriptions from the time of Sargon and Sennacherib onwards" (2013, as quoted by Potts 2013, n. 21).

Read this way the case is stronger than the four-step summary Bagg extracts from it, "the Classical sources mention a Hanging Garden in Babylon, which was watered by screws and built by Nebuchadnezzar; such a World Wonder has neither been found in Babylon nor is it mentioned in Nebuchadnezzar's inscriptions; Sennacherib built a royal park in Nineveh watered by screws which he had invented; the Classical sources confuse Babylon with Nineveh" (2014, col. 490), because her second and fifth points rest on evidence: the classical garden is an Assyrian type, and the Greek tradition did confuse Assyria and Babylonia. The case fails at three points, and at each the texts are against it.

The screw. The word the editors translate "bucket" (dilûtu) is her "draw water up"; the ropes, wire and chains she keeps are bucket tackle; her "cisterns" are wells (būrtu). Bagg wrote: "the inscription mentions chains and ropes that may allude to a kind of chain of buckets but are incompatible with a screw. Also, the device stood over wells, and it is not possible to draw water from a well with a screw" (2014, col. 491). Her joint article with Oleson itself allows that the evidence does not "prove the existence of the water screw in the seventh century B.C.", that Strabo's is the only passage "early enough and clear enough to carry some authority", and that his screws "might even have been retrofitted at the gardens after their invention by Archimedes" (Dalley and Oleson 2003, 14). Her book's answer, that water drawn from wells is "hardly an innovation to boast of", mistakes the boast, which in the text is the copper casting of the frame (vii 9–19) and not the lifting.

The naming. Her dossier proves that southern cities could be called "a Babylon" and that Sennacherib borrowed Babylonian forms. It produces no ancient text calling Nineveh Babylon, as she concedes, and the one direct item, an eleventh-century AD table whose "Old Babylon" latitude she herself says "suits Nimrud", is not enough to support the argument (Bichler and Rollinger 2005, 181). The argument from the queen also fails. Diodorus' concubine is "Persian by race" and Berossus' wife is Median; "Syrian queen" is Dalley's phrase, not the sources'; and Tashmetu-sharrat's name is Akkadian, which settles nothing about her origin either way.

The transfer. Her scenario has Alexander's men learn of the garden at Jerwan and Gaugamela and then describe it as standing in Babylon, a city they marched into within weeks and in which their king died. Potts's objection stands: "it is hardly possible to imagine that these same Greeks … would later have recorded what they learned about Jerwan/Nineveh by saying that there once was a spectacular ancient garden in Babylon" (2013). The argument from silence also counts against Nineveh, since Xenophon, who saw the ruins of Nineveh in 401 BC, attributed them to the Medes and mentions no garden (Anabasis 3.4.10–12). And for the case to stand, the garden sentence of Berossus, who had the Babylonian records in front of him, has to be an interpolation; the manuscripts of Josephus cannot test that, and the case against it rests on Abydenus' differently worded line and on Berossus' own motives (section 4).

Three parts of her case stand, and they are why Nineveh keeps 10% rather than the weighing's 5%: Sennacherib's garden is the closest documented ancestor of what the Greeks describe, the Greek tradition confused Assyria with Babylonia (section 4), and the Babylonian record contains no garden. Potts's verdict is the one adopted here. The resemblance "may well shift the onus of proof onto the traditionalists", and yet "the commonsense if unspectacular conclusion [is] that the Hellenistic writers knew the Hanging Gardens were in Babylon and said so in their accounts, seemingly oblivious to the fact that there had been a remarkable precedent at Nineveh" (2013). The one addition made here is the observation, from Sennacherib's own text as the editors and the Chicago Assyrian Dictionary read it, that the "wonder" is the palace and not the garden (section 2). What would change the verdict is listed at the top of the page; the item most likely to turn up is a new witness to the Berossus paragraph.

7. What this report adds

The verdict is not new. It agrees with Bichler and Rollinger (2005), with Bagg (2014), who rejects the Nineveh thesis and treats the classical location at Babylon as reliable (cols. 491–492), with Potts (2013) in his more guarded way and with Pedersén (2021), who writes that "most scholars have accepted the identity of Nebuchadnezzar's North Palace and the palace described by Berossos" and that "a few have even opted for the alternative that the gardens were not in Babylon but elsewhere" (2021, 125). The RINAP editors take no position of their own and file the Nineveh identification as an "opinion" with "critical reviews" (RINAP 3/1, n. 44). Nineveh has had published support from other scholars besides Dalley (Renger 1998 and Veenhof 2001, as reported by Bichler and Rollinger; Meijer 2017 in the catalogue of the Leiden exhibition on Nineveh, who puts it as "may in fact have served as a source for later myths"; Foster 2004, known here by its title and opening only). No survey of specialists' opinions was made for this report. Pedersén's "most scholars" is his assessment, and what this report shows is agreement with a substantial position, not that the position prevails. What it adds is modest: it compares texts and arguments that earlier studies treat separately. None of it is new evidence; it is new analysis, or new arrangement, of evidence already in print.

An explicit weighing. The likelihood table shows where the weight lies: on the unanimity of location and on Berossus, not on the screw. It also shows that Dalley's case requires three contested readings at once, which a summary of resemblances conceals.

A check across the whole corpus with the 2024 edition. Nebuchadnezzar's silence can be checked across every edited text: no GIŠ.KIRI₆ occurs in any Babylon inscription of his, and the editors say so explicitly. So can its counterpart: the North Palace gigunû-terrace texts that Berossus' "stone terraces" paraphrase, and the Chicago Assyrian Dictionary's 1956 observation about them, which has not been seen cited in the Nineveh debate (Dalley's 1994 article and 2013 book were not read in full; section 8).

The two formulae are stock phrases. "A replica of Mount Amanus" (Sargon, Sennacherib, Esarhaddon) and "a wonder for all peoples" (palaces, slabs, roofs) are treated in summaries of the Nineveh thesis as phrases peculiar to one garden. Dalley herself treats them as formulae (her book counts "at least six" uses of "wonder" by Esarhaddon alone, 2013, 9) and uses the second to connect tabrâtu with the Greek θεάματα. Read across the corpus they are stock phrases of the dynasty's palace inscriptions; the second is not said of the garden; and if "wonder" links an Assyrian text to the Greek θεάματα, it links every Assyrian palace so described.

The bucket. Sennacherib's purpose clause, "water drawn by bucket every day", with its ropes, wire chains and cables, is the internal evidence against the screw. The point is Bagg's, made in his review of the book: "chains and ropes that may allude to a kind of chain of buckets but are incompatible with a screw. Also, the device stood over wells, and it is not possible to draw water from a well with a screw" (2014, col. 491); the RINAP translation "to draw water by bucket" (2012) already states it. What is added here is only that the two disputed nouns are listed among the sculptural castings (vii 9–19) and that the wells serve the palace halls, not the garden (section 2).

The building materials do not decide it. Strabo's vaults "of baked brick and asphalt" and Diodorus' reed-and-bitumen roof (bitumen is natural asphalt, used as mortar and waterproofing) read like Nebuchadnezzar's Babylon, where baked brick set in bitumen is the fabric of whole platforms, vaults and hollow piers included: that is how Nebuchadnezzar says he built the North Palace (section 3) and how Koldewey found Babylon's palaces built. That should not be counted against Nineveh. Sennacherib describes the bedding of his palace terrace, where it overlay the old bed of the Tebiltu, a stream that had run past the earlier palace, as limestone blocks "bonded together with bitumen" under a spread of "marsh reeds and rushes" (RINAP 3/1 no. 17 v 88–vi 3; no. 16 vi 19b–21a: "I bonded together, with bitumen, reeds below and strong mountain stone above"); the culverts that pass the Khosr under the city wall as built "with baked bricks" (no. 16 vii 81–84, with a following word the editors leave untranslated and which may be qīru, "bitumen"); and the arches, friezes and copings of the palace as faced with glazed baked bricks (no. 17 vi 42). At Assur he rebuilt two structures wholly "with baked bricks from a pure kiln" (nos. 196–202), and the outer wall of Kilizu, a town south-east of Nineveh (no. 219). The archaeologist Ylenia Viggiano's 2025 study of the bricks of Nineveh adds courtyard pavements coated with bitumen, a "baked brick and bitumen ramp" at the Aššur Gate, stamped "Palace of Sennacherib" bricks throughout, and, elsewhere in Assyria, bathrooms lined with baked brick and bitumen and baked-brick vaults in the Khorsabad drains and the Assur tombs (Viggiano 2025, 87–89, 118). Assyrian baked brick "is generally confined to specific parts of buildings" (Viggiano 2025, 87), and Sennacherib's own terrace was mudbrick courses on a limestone-and-bitumen bedding, ringed with limestone slabs, with no material at all named for the garden. So Strabo's description is consistent with a Babylonian structure, and it is not unlikely for an Assyrian one: Sennacherib never describes his garden's substructure, Assyrian builders did vault in baked brick where water was involved, and Diodorus' layer of reeds in bitumen has its closest textual parallel in Sennacherib's own terrace bedding. The materials carry no weight in the table.

8. Sources and limits

Where this report falls short. Dalley's 1994 article and 2013 book are not available in full outside a subscription library. What was read of them: the 1994 article's opening, all its footnotes and every page-referenced quotation of it in Bichler and Rollinger; of the book its table of contents, about 230 short excerpts located by page number and some forty longer passages pieced together from them, including the Conclusion; Bagg's and Potts's reviews in full; and her 1993, 2003, 2008 and 2017 statements in full. That is most of the argument but not all of the book, and a reader with library access should check section 6 against pp. 29–41, 61–82 and 107–126 in particular. Reade 2000, Bagg 2000, Streck 2018 and Wiseman 1985 are known here through Bichler and Rollinger, Potts, Pedersén and the RINAP notes, and Foster 2004 by its title and opening only. The Bavian and Jerwan inscriptions were read in Luckenbill's and Jacobsen's translations, not in RINAP 3/2. The Philo text was read in a poor scan. None of these gaps touches the decisive passages, which were read in the standard editions in the original languages, but a specialist with library access could close them and might sharpen the numbers in either direction.
