sion cf the Nations! Board of Trade began at the
Temple this morning at 10 o’clock. President Fra
ley in the chair. Prayer was offered by Rev. Mr.
•George, of ot. Louis.
NEXT ANNUAL MEETING.
The Chair announced that Hamilton Aw
Hill had been elected Secretary and
Treasurer of the Executive Council,
and Uuit the Council bad selected New York as
the place of holding the next qmuial meeting of
the National Board.
TRADE RELATIONS WITH CANADA.’

several meetings hud been held, resulting in the
adoption of a resolution providing that the Exec
utive Committee memorialize Congress to pass a
law for the appointment of a commission to
meet a similar Canadian Commission, should one

the basis of a treaty between Great Britain and
the United Stales for the establishment of mutu
ally satisfactory commercial relations between
the United States and Canada on the principles,

The repot* was adopted.
Mr. Harwell, of New Orleans, moved an
amendment to the report, whereby provision
ur- moiip fur treaty negotiations ■with nil
the governments having domain on the Continent
cl America, with reference to the establishment
of trade relations. The resolution was referred
to the Executive Council.
At this point an invitation •was extended to the
Canadian delegation present, to speak upon the
question. Hon. John Young avoided himself hut
briefly of the opportunity, merely expressing
the conviction that as soon as the American
Commission was appointed the Dominion Gov
ernment would respond by the appointment of
si similar commission. He returned thanks for
the warm and cordial hospitality extended to
the Canadian delegation, and earnestly hoped
lor an opportunity to repay the kindness. The
Dominion Hoard of Trade was to meet at Ottawa,
<m the 17th of lannary next, and he hoped to
then receive a delegation from this body.
Jlr. W. H. Howland, of Toronto, gave the views
of his delegation more at length, and proceeded
to state some of their objections to the plan re
ported by the committee and adopted by the Na
tional Board. The Canadian delegation bad
cofliclwc for the purposs of ottering certain
things looking to the improvement of
trade relations with the States. Among
tin ni was the enlargement of the
canal and the improvement of the St.
to meet the requirements of the
guar Northwestern trade, lie called attention
to the fact that the Canadian trade was also rap

in ibTl, to $lO7 cOO.ooo in 1871. They had also de
signed to sav something about the ‘Washington
Treatv, bv the teims or which the fishing ami
•canarprivileges had been given to the United
Stales without any corresponding advantage to
Canada. To satisfy claims against the home
government the Engish Commission had
cool! v given away Canadian property
nnd rights. Tnc fact was that Canada had all the
legislative rights of an entirely Independent
countrv, and the feeling was that England had
ceded awav rights said property which were not
hex’s to give, rhequostiou would come up at the
n« x: session of the Dominion Parliament as to
whether Canada had received an equivalent for
wl.at had been taken from her by the terms of
the Washington Treaty; and as to the approval of
that treaty'"by the Dominion, he could say that
there was a ftrong feeling against the ap
proval, and the treaty would probably be rejected.
The Canadian delegation had hoped to go back,
mid say to their people that the Americans were
willing to grant them things which the English
-Government refused, but although disappointed
in this they should carry Duck with them pleasant
zccollections of the occasion. The speaker briefly
stated the objections of the delegation to the pro
nosed basis of the commercial treaty. Thej* were
not prepared to admit American manufactures to
Canada duty free, although they were ready to
nter upon a free interchange of products. So
lung as thev maintained their present connections
with England (and there was no probability of
severing them) they could not enter into the pro-
I e-cd arrangement for the eollection and distribu
tion of import duties, and in any event Canada
would not consent to such a wholesale surrender
the control of her allairs. The adoption of
the proposed Zollverein would practically
suit in political annexation, against
which the feeling in£Canada was strong and
almost unanimous. Canada was getting stronger
cverv vear as a nation, and she wanted to exist
a:? an independent country; but her people did
want to give up their name and feelings as
Canadians, and become Americans. Ina fewycars
at tlic i .tie of her present growth, Canada would I
become a separate nation, and when that time
<-ame she would not bo afraid to accept
her independence from England. She was
at anj- time ready to give way _ on any
points which did not affect her relations with
England, or the yielding of which would not
take her affairs out of her own hands. She would
enlarge her canals, an I would even consent to
-ratiiv the Washington Treaty and endeavor
to meet America on every possible point which
would tend to secure free commercial relations.
■>f all these failed, then Canada would paddle her
own canoe; always, however, preserving the
most friendly personal relations with her breth
ren in the States.
THE TELEGRAPH.

The next proposition was that of the Baltimore
Board of Trade, that abolishing forced State m-

England had now more shipbuilding than silo

America to enter into successful competition thus
accomplishing the object of the protective police

admission of foreign-built vessels to American

or more weekly mail routes be established across
the Atlantic, the mails to be carried in
it on steamships', built in America,
the government to advertise for proposals
and let the contract to the lowest responsible
bidder; also, that the government give to exist
ing lines of Ameiicsu steamship?, on the Atlan
tic and Pacific Oceans, liberal compensation for
the mail service performed by them.
Mr. Kiikhiud, of Baltimore said that he should
not endorse any proposition tending to the build
ing up of a great monopoly, and to the detriment
ot the vessels of smaller tonnage as would
be the case by the W>untv-or subsidy plan. He
advocated the removal of duties on shipbuilding
materials and supplies fur subsistence and re
pairs. The resumption of specie payment would
also be of great valluo to the shipping Interest.
Air. McPherson, of St. Louis, and Mr. Bopes,
of Horton, spoke iu favor ot some compromise
between the resolutions offered by Messes.
C handler and Opdyke.
Air. Harwell, of New Orleans, was In favor
of Mr. Chandler’s resolutions, but urged the im
portance of doing something to-'culUvatu the trade
of Spanish America.
Mr. Welbercll, of Philadelphia, offered, as a
compromise, resolutions to the etlect that a law
be passed aliowingtho purchase and registry of
foreign-built vessels for a term not exceeding two
yeaislrom the lime the law takes effect; also
that all materials, stores, and supplies bo admit
ted free of duty; also, that a subsidy of Sl3 per
too, for live years, be given to every Ameri
can-built vessel of not less than l.oootous.
A vote was taken gejiarately ou Mr. Candler’s
resolutions, which were adopted by a vote of a 5
to s, the Philadelphia delegation only voting in
tl;e iu/gative.
The question being on tho final adoption of Mr.
Candler’s substitute as a whole, the veto was 23
lor and 19 against. Ir was declared lost for lack
of the requisite majority.
The question then recurred on Mr. Opdyke’s
substitute, which, as altered, only provides for
the admission to registry for the foreign trade
only of vessels sailing under a foreign
flag, with no clause relating to the abatement of
duties ou materials, etc, which was unanimously
adopted.
Tho board then atyourned until Monday morn
ing at 9 o’clock.

AN OLD PORTRAIT.
The widow of Senator Talbott has presented to
the Patent Oflice a portrait of Dr. Wm. Thornton,
■who was in charge of that oflice from 1802 to 1828.
He was previously appointed by Washington to
survey and lay out this city.

Letters have been received here during the
past week from several prominent Republican
members of the Ohio, Legislature, insisting that
in view of the present complications, Judge
Bingham shall allow his name to he used as a
candidate for Vniled States Senator.

Washington, Dec. 9.—' The Commissioner of In
ternal Revenue made various nominations of In
tel nal revenue odicers to-day. Among them was
Alonzo B. Carroll, to he Assessor of Missouri, rice

The I'cvision of the mint laws will shortly be
brought before the Senate.

eral influential Pennsylvania Congressmen stale
that Speaker Blaine is the choice of their State

—The Philadelphia Jltucr's Journal says that
coal strikes at this time -would ho ouly in the In
terest of the operators. The miners cannot ex
pect to get any advantace by a strike, as the
market lias a large supply to rim on.
—Colonel Davis, of General Pope's Department,
reports that the placing of the Apaches upon the
reservation would be unwise that for the pres
ent tht-v should be kept where they are.
—ln the Convention of the North American Bee-
Keepers’ Association, Mr. Hosmer.of Jaynesviile,
Minn., made the following challenge: lie has 118
stocks of beer, and oilers to sell 108 at sl3 per
slock, on condition that, it he fails to obtain 10.000
pounds of honey tram the remaining ten stocks
during the scat-on of 1872, he forfeits the price of
108 stocks. He proposes to sell that number.

Letter from a member of Wheeler’s Ex-
pedition.
Washington, D. C., Dec. 5.
The following is an extract from a private
letter received by a gentleman iu this city
from a member of Lieutenant Wheelers
party. It is dated Camp Whipple, near Pres
cott. Arizona, November 7
Luring, Hammell and Salmon, of Lieutenant
Wheeler’s party, were on the stage to go homo.
Beside these the passengers' were Mr. Kruger, a
German a Mr.Adains, a jeweller of PrcscoH>aud
Moll Shepard, a disreputable character. The
stage was an open box wagon, topped with can
vats, with sides letdown; the back, being gener
ally down, is somewhat protected from eight at
least, while the trout is open to full view.
An escort went with thorn, as usual,
through the dangerous country, that is as far as
Wicksuburg, six miles beyond this pi ice they
were firtd into. I do not know how much damage
was then done, except that the driver’s arm was
broken. Still he drove on some distance till shot
through the head, when the unguided horses
tinned backward home and into danger.
Kruger and Mott were on the back seat,
not so easy seen, and escaped, except with
wounds. Both emptied their pistols and man
aged to jump out before the horses turned back,
and ran on ahead. In a mile or two they met the
■•buck-board” going the other way. The driver
took them on. and, fearful of being folio wed,
turned back. Finally ho left them and the mall
in the bushes, took a horse, and by a trail reached
the Vulture Mill near Wickouslmrg.aot assistance,
and returned to the scene of the murder.
Two of the victims were found to bo shot
in the eye, two in the forehead, and one
in the back of the head. An old man
with a black heard, who had fought hard, was
mibsinc, and may have escaped. This man must
have been Hummel. Heavy rifle cartridges wore
found, and their use was probable from the g'-eat
number of shots there being lir.*d.

it; thev were not Indians or Mexicans; tho

They generally simply rob. It was report m! that
a man wasashed some time ago, at Wickcuaburg.

down, as she would have much money. ‘Kru
ger’* also had much money with him, as he was a
government agent of some kind. The murderers
did not tlnd a greater part of the latter’s money,
and seem to have lied precipitately.

.Something About Foreign Prisons*

The National Congress on Penitentiary and
Reformatory Discipline, held in Cincinnati
in 1870, devised a project of an International
Congress, and appointed Dr. K. C. "Wines
Corresponding Secretary of the National
Prison Association, and for nine years an
earnest worker in this reform, to arrange all
the necessary preliminaries. Dr. Wines first
visited the Secretary of State and obtained
letters to our diplomatic representatives
abroad, requesting them to give him
all the proper facilities in their power.
Ilis mission was thus made a public
one, and afforded him many opportunities
that, as a private citizen on a private mis
sion, he could hardly have obtained. The
various European Ministers in Washington
advised theirgovernraentsof his coming, and
gave him letters of introduction to promi
nent personages. Thus armed, he left hero
carlv in July last, and visited in succession,
England, France, Belgium. Holland, Gcrma
nv, Austria, Italy, and Switzerland. Every
where. the governments visited assured him
of their sympathy in the movement, prom
ised active co-operation, and gave him facil
ities for visiting their prisons. Persons of
rank and distinction, as well as private citi
zens. joined in hearty support of uis mission.
Our Ministers did all in their power, and in
forwardingnegotiations with those countries
which, from their remoteness, and Dr.
-Wines's necessarily short stay, ho was una
ble to visit, their services were invaluable.
His communications with tho officials of
foreign governments were chiefly confined
to three requests: Fint: Tho appointment of
Commissioners to attend the Congress and
Sarticipato in tho proceedings. Second: Tho
esiguaiiug of a committee to make prepara
tions for tho Congress; and, Third'. X’ho ob
taining of answers to a series of questions
relating to the prisons and prison adminis
tration of each country. The two former re
quests have in most cases been already com
plied with, and the information asked is ac
cumulating. The advices sent by the foreign
Ministers here had smoothed tlio way for
him, and he met with only the most flatter
ing receptions.
In November he returned to England,
where a meeting was held underthe auspices
of many persons of rank and others interest
ed in tho movement. A committee was then,
appointed, who subsequently decided upon
the ud day of July. 1572, astho time and Lou
don the place for the beginning of the Inter
national Congress. Dr. Wines has now re
turned from his mission, and is busy in
making preparations for the proper represen
tation of this country. Communications
have also been sent to different South Ame.r;
ican governments. The Minister of Chili
writes that nothing shall prevent a proper
representation from that country. Letters
to the same effect have been received from
Colombia and Brazil. Canada also wishes to
participate) and writes that, if invited, rep
resentatives will be sent.
Dr. Wines spent some time in visiting pris
ons abroad, audmakesinterestiugstateraents
about some of them. Many compared very
favorably with our own institutions. One
feature of the prison at Wakefield, England,
pleased him very much. The prisoners dis
charged from it are received iut9 “homes
or refuges connected with the prison, where
they can work at whatever trade they may
have learned while in confinement, and re
ceive the profits of their labor. 1 here are
two of these homes, one for men and the
ether for women.
He also visited the City Prison of London,
whereas many as 700 or 800 of the inmates
were found exercising on the “tread-wheel,
which is the largest in the world. Jhe Gov
ernor of t he prison testifies to thebad effects,
physh-al and moral, of this kind of penal
labor.” Fully one-third of the prisoners are
unable to work upon it. t
In most of the prisons of the Continent,
though not in England, the practice is in
vogue of allowing the prisoners to share in
the proceeds of their labor. Dr, Wines men
tions one in Franco where tho prisoners, ac
cording as they arc sentenced to simple im
prisonment, seclusion, or hard labor, receive
respectively five-tentlis, four-tenths, or
threc-tcntlis of the profits of their labor. A
second conviction reduces their share l»y ft
tenth. Of this amount, one-half can be used
during imprisonment to buy any luxuries,
except liquors, and onc-huU is held as a re

he was the possessor of great wraith, but
emerged financially mined from tlie suiij*-
gle. Two or three years ago he located in
the neighborhood of Sardis, and engaged u\
planting, but with indifferent, success, and
dually by bis own act ended a life which had
become a burden to him.
Colonel Ashmore was a man of brilliant in
tellect and fine culture, and during his Con
gressional life was regardedono of the ablest
and most prominent members of the South
ern delegation.

contents contain several kinds ot acids, besides

state, is very filthy, and thd odor from it is ex
ceedingly unpleasant
—The Paris papers say that the subscriptions
for the x*ebuilding of tho Palace of tho Legion of
Honor continues to yield excellent results. The
sum collected has been bo considerable that the
works have been undertalien on a largo scale,
more than a hundred men bolngemployed. Should
the weather prove favorable all tho external
work will be finished, it is expected, by the Ist of
next January, and the whole of tho building bo
roofed in. Tho interior, which is already being
active!}' proceeded with, will then be completed
without delay. Already 560,000 francs have been
collected from 20,000 subscribers; there are still
45,000 members of tho order to bo appealed to,
and from these assistance is solicited.
