6 WASHINGTON. Return of the Ku-Klnx Discovering Expedition. Who is Sir Charles Dilke?—The Hoodwinked Treaty-Makers. Railway Changes—Montgomery Blair— Hying Chips. From Our Own coresrpondent. ■Washington, Nov. 28. Mr. Barber, one of the phonographers who accompanied the Ku-Klux Committee to Mis sissippi and Alabama, has returned to Wash ington. He says that Frank Blair, and Sen ator Pratt, of Indiana, were the most active members of the committee, and that Frank was temperate as a lamb all the time. The committee sat in towns around the head waters of the River Tombighee, such as Demopolis and Livingston, in Alabama, and Macon and Columbus, in Mississippi. At Montgomery and elsewhere the people were respectful, and often hospitable at Demop olis and Livingston tbej’ were surly and in different,—these towns being in the midst of the aggressive Ku-Klux. HOW TIIK COMMITTEE TEKFOEMED. The committee sat either in the best hotels or in the County Court House, and examined about two hundred witnesses, the majority of whom were black men. A few persons exhibited gunshot wounds as hav ing been received from the Ku-Klux others showed the marks of whipping and some had been flogged, hanged, and shot succes sively. It was not always apparent that the objects of the Ku-Klux, or whatever society did the mischief, had been of a political nature; hut, generally spealdug, cither negroes or white Republicans had suffered injury and only three or four Democrats in t.bo xvlmlo list made complaints. Only three nnifoims of masked Ku-Kluxes had been seen by the committee; and in Alabama, where there is a State enactment against wearing masks, the whipping of late had been committed by strange white men, un knownto their victims, although wearing no disguises. In short, my authority says, the South has always been made too mucli of by poets and travellers. In the parts visited by the committee, it is a laud of vaster ignor ance thanMormonism or Tartardom; a coun try half cleared and sparsely cultivated, without the appliances of civilization, with out respectful charity, or the indications of good order; a society of armed men pre ferring the law of violence to the laws o'f the laud, and cursed with rum and the village vices. Here and there are found peopled education and amenity; hut these demand that the stranger shall fraternize with them in the most obsequious manner, hear mean and ungenerous talk, of which well-reared people would not be guilty, about his own Northern communities, and, m short, he either a creature of his hosts or a traitor to his own kindred. Ku-Kluxism, to a largo degree, is the application of handed revenge to poor negroes who sue for their wages, stick to the piece of laud they own, or give some impudence in bargaining with some miserable white wretch, perhaps darkened himself with negro blood. Sin CILUILK* DILKE AND MONARCHY. I There is a good deal of noise, just at pres ent over the savings of Sir Charles Dilke, in England. The 6jwclator f and other Liberal organs, don’t like him, because he refers to the Queen’s perquisites, and to such matters as, in aristocratic lauds, are thought to bo topics of mischief only with demagogues. If to object to a Court that personally costs live million dollars a year be demagogery, tbe moderate people of this country sympa thize with such demagogues. Majesty iu England. under the House of Hanover, has noue of the elements of genuine majesty, ex cept pageantry. A great many scholar ly people in England affect to lie Republicans, pretty much like the second hero in Mrs. Lewes’ novel of Felix Holt.” who imagined himself a Rad ical, although he had not a drop of democratic blood in his veins. It suits the purposes of such editors to keep the Republican party in England conveniently small, and not to break the uudercrust so that the air may get in among the birds. It is useless to say that social revolutions will square themselves by the advice of this or that dilettante in popular rights. Sir Charles Dilke is a perfectly con sistent and respectable character. In IS&J and ISO 7 he followed the English-speaking nations around the globe, and here are some of his observations, picked at random: Through America, England is speaking to the ■world.” ••There is danger to free government both in the growth of New York City and in the gigantic fortunes of New Yorkers. One merchant in New York Citv has boasted that ha can keep the gov ernments of half a dozen States as easily as I can support my half a dozen children.*’ ‘Without special merit of some kind there can be no such thing as aristocracy. The only grossly vulgar class that America brings forth files to Europe to escape democracy.” •‘Bivdstance in the Red Uivcr country to colo nization eventual control by American citi zcuswill neither be possible, nor, in tbe interests of civilization,-desirable.'” Like men standing on tbe edge of a cliff, Can adian statesmen are always wanting to jump off. Left to tbeir own devices, we should have had vac with America in the spring of luce. They think Canada can only live by running down tie G:c .t Kepnb ic. At tbe bottom, no one is a gainer by the reten tion of our hold on Canada, nor of the Americas of the North and West.” “America offers the English race the moral di rcctoiship of the globe,—of ruling mankind Through Saxon institutions and the Euglish tongue.*’ “The single danger that looms in the more dis tant future is the eventual control of Congress l>v the Irish.” There is more likelihood of England entering the Union than California seceding from it.” ‘Nature seems to Intend the Anglo-Saxon for a race of officers to direct the cheap labor of the Asiatic people.” Emerson once spoke to me [Dilke] of Unitari auisiu. Buddhism, and. Mortqomsm, as three reli gious that, right or wrong, are full of force. Statesmen could rid the United States ofpolyga inv without making a breach of the principle of ui-fintion.by raising an entirely different issue, Bitch as that of pre-emption of the public lands.” Such are a few passages from Sir Charles Dilkc T s travels, which show that he is no vulgar person, but, on the contrary, a phi losopher, and a liberal gentleman, and a sin cere lover of his race. The English monar chy, whose existence he has shortened by this speech, is the most foolish foolery in all ■\Vestern Europe. A dynasty without brains, without self-restraint either in grief or in viciousness, without fortitude, foresight, or acquaintance with its own people, contract ing intermarriages with Continental tuft hunters, and ruling au Anglo-Saxon nation by a set of Prince Consorts, who only thick en the original blood every time,—why should not a young man, a Baronet and a cosmopolitan, lire a shot at this expensive and baseless fabric of a vision f WERE WE ASLEEP Tbe late treaty concluded between Mr. Fish and Mr. Tbomton, with such adjuncts as came along, bas been tbe subject of un qualified approbation from tho public press of both nations but I have good authority for tbe statement that, in diplomatic circles here, and in tbe English “set,” there is a lit tle giggle going on all the time over the be lief that the formula: bv which to run the treaty civc the English tho advantage. Amongst others, the English gentle man who rented his house to the British Commissioners says that they left here claiming that they had made their points. However, even if they did, it is of no consequence. The Alabama claims are already raking nn a prodigious aud au im modest lobby, seeking to crowd into shape the exaggerated value of every old tomato boat which was run ashore, burnt for insur ance, or deserted by oystermen at the appearance of a strange sail. C-UUNKT AND OTHER CHANGES. The substitution of Hamilton Fish for General Seheuck at the English Court, with the judicious recall of Bancroft Davis from Geneva to aid him there, seems to he very probable. If Mr. Fish is -waiting for anything now, it is to see that the Senate dees not place Mr. Sumner anew in Simon Camerows Chairmanship, as is threatened, and. also, to take the soundings of Grant’s re-election, Ex-Senator ‘WUiiamme i$ said gou, has boAn-\vwi-secretary Robeson’s seat m the Cabinet; while Robeson will marry the widow of a naval officer, and take Mr. Bancroft's place at Berlin. Bancroft owes his retention thus far to Bancroft Davis, Judge Edwards Pierrepont, of New York, it is thought, will relieve Fish at the State Department. This ought to be a strong appointment; for Pierrepont has proved himself one of the very ablest men in the country—admirable in decision, tact, cool ness, and regard for the respectabilities of t lings. Eugene Kelly, •who offered to go hail for Comptroller Connolly, is the sore-headed hanker of California who has spent the most valuable part of his life running opposition to Ralston, of the Bank of Calilorma,—not with very, great success, on the whole.. Montgomery Blair has been holding inter views for the newspaper people. He said that the South to-day was in no bettor con dition than Ireland. Mr. Lincoln was for ever being hounded by such' fellows as .Seward and Weed, whoso only idea of power was to enrich themselves and. their friends. Grant loves power, and that is all he cares for. Blair was authorized by Tilden and Sanford E. Church to offer Grant the Demo cratic nomination, hut Graut fooled Blair and coquetted with the Democrats. Grant had shaken off all the old anti-slavery leaders. Boutwell’s nomination was a clear accident, and something which Grant could not avoid; hut Fish, Robeson, Belknap, De lano, and Oresswcll represent nothing, and have no States behind them. Grant has eliminated the Republican element from the organization. The President told Blair that he never read a hook in his life. Hiskitchen- Cahinct is composed of a lot of young men, who are there simply to do his bidding. Ho likes henchmen like Chandler, Nye r Morton, and Stewart, who make profit, in turn, by trading on his position and dis posing of his patronage. Grant has a hold on the political strikers, on the sporting fraternity, and on the Methodist Church, represented alternately by Tom Murpbv, John Hoev, and Bishop Simpson. He is supported bv the protectionist interest, the jobbers, the railroad monopolists, the national hanks, and one hundred thousand office-holders, and these hire the political writers ami speakers. The real Republican partv is against him. Let the Democratic party, as an organization, stand hack; “the Missouri programme suits me; (Blair), Cas serly, Stockton, and Bob Quid think the same. Blair prefers, for President, William Cullen Bryant. Trumbull, Judge Davis, and Gratz Brown are also “ex ceedingly strong men.” The Ku-Klux exist only where the State Governments are cor rupt. and thus Virginia and Missonri have no Ku-Klux. Carl Schurz is one of the most thorough sensitive plants” in existence. The new party will develop this winter. Grant is obstinate enough to increase what ever opposition already exists.
