A Herald despatch from Washington says that" the leading fea tures of the President's message will be inter nal taxation, the tariff, finances, the Wash ington Treaty, the Indians and the Ku Klux disturbances. It is understood that the mes sage will recommend the abolition of i.ll in ternal taxes, except on spirits, malt liquors, tobacco, in every form, and stamps, and a general recomraen dution is made for a revi sion of the tariff. Nov. 22 For the last two weeks nearly all immi grants that have arrived here, had the in fection among them, and within the last week a number of cases came here, some remaining and others going to various points in the Northwest. On Moadav morning attention was called to a man dis guised as a woman, suffering with small pox, who was making his way to Milwau kee, but was stopped at tbe depot, from whence he was removed, as soon as pos sible, to the small puts hospital. The Superintendent immediately called the at tention, of the railroad authorities to the fact, and sanitary policemen were directed to inspect nil incoming trains l aving immi grants aboard. The immigrant houses were also ordered to be inspected, and the inmates vaccinated by the Sanitary Inspec tors. A communication lias been addressed to the superintendents of the railroads, urging the vaccination of their employes. Uu Sunday a woman, suffering with smallpox, was brought from Blue Island to this citv, taken to the Mercy Hospital, then to the county hospital, then to a police station, and finally to the office of the Bjard, and thence to the small pox hospital. The par ty who left her here, left her at the countv hospital, and it was only owing to the kind ness of a woman that she was finallv cared for, as all seemed ready to abandon her. One patient, suffering with mild varioloid, ran away from the small pox hospital, and when the Steward attempted to take him back, refused to go, and having no one to assist him. the Steward could not compel him to return.
