Mr. Z. Richards, the Auditor of the District,
has addressed a letter to the Governor, in reply
to the r? solutions adopted by the Colored School
Trustees inquiring "by what authority the Audi
tor and Comptroller refuse to pay over to the
i rustees of Colored Schools their portion of the
school fund of the cities or Washington and
Ojorgetown, as provided by act or Congress."
The Auditor states that he lias never refused to
pay such claim, and had uot been a<ked to pay
tt; nor had he refused to audit such claim. He
says:?" The trouble is, that the treasurer of said
Board ot Trustees refuses to present voucheis
with his claim for their {mrtion of school fun<ls
as required by law; so that the only q-iestion at

Auditor approve a demand against the District
government without a presentation of i?ro-.er

Schools for colored children are willing to con

as soon as the District Legislature shall assume
such power by actual legislation. Third. That
the legislative act ot August 23. referred to
above, is as strictly applicable to the trustees of
colortd schools ns to those of the white schools,
ronrth. That the law of CongreiM requires th<*
same duties and functions of said trustees of col
??el f^ s of the white schools. Fifth. But,
lhat It said trustees of colored schools insist that
thev arc not required by the law of Congress
and by the law of our district Legislature to
