Whereas the people of tlie District of Colum
bia, in ma** meeting assembled for the pur|?ose
of considering what action should he taken to
relieve the suffering people o.' Chicago, with en
tire unanimity pledged the creditor the District
to furnish to our attiicted fellow-citizens of Chi
cago the Mini of cue hundred thousand dollars,
end requested the Acting Governor to provide
that sum by loan or otherwise: And whereas,
in obedience to ?aid request, I have assumed to
negotiate a loan from our citizens to the extent
indicated: And whereas the present unparalleled
calamity that lias iall?n ujton the people of Chi
cago is one of those extraordinary occasion* in
which, according to the organic law, spe
cial sessions of the Legislative Assem
bly may be called by the Executive:
And whereas many members of the Legislative
Assembly have requested to be called together
to act upon this subject with a mutual obliga
tion entered into among them that they will not
receive any compensation whatever for their
ser\ices, nor consider any other subject during
this se:>ion:
Now, therefore, in exrcntion of the purpose
declared at (he said meeting of the i>eople, and
that the citizens may be reimbursed who have
advanced the funds that have enabled the Dis
trict to participate with the States, Territories
and cities of our country in aiding to alleviate
the terrible affliction t>f our fellow-citizens, I
hereby convene the Legislative Assembly of the
District of Columbia to meet in extraordinary
session in the balls of their respective Houses,
in Metzerott Building, at 12 o'clock noon, on
the 12th day ol Octol>er, 1H71, to adopt such
measures as may be nece- sary to provide for
refunding the suits advanced as aforesaid.

upon the loan for the relief of the Chicago
sufferers.

The Post Office Department has for
warded to Chicago twenty bags filled with
stamps, blanks, to supply the loss occasione

TWtNTY-FIVK THOUSAND DOLLARS, the first
part of our contribution for Chicago, will be
forwarded to that city to-morrow by the relief
committee ap]ioiiitcd bv the meeting lru>t night.

Tents for the Homeless Chicagoaws.?
General Meigs hps telegraphed to General Sheri
dan that at the storehouses in Philadelphia and
Jeftersonvllle, Ind., there are tents sufficient to
a< commodate eighty thousand persons. These
are placed at the dispo al ot the sufferers. Gen
eral Sheridan is a'so authorized to employ any
extra force he may deem necessary.
Chicago Contributions to be Fuee of
Duty.? The Secretary ot the Treasury this
morning received telegrams from London and
Canada inquiring if clothing, blankets, &c., for
the people of Chicago would be admitted tree of
duty. The Secretary immediately replied that
such good> would be admitted free, and gave the
necessary orders to collectors.
The Pennsylvania Election The fol
lowing dispatch was this afternoon received by
Hon. Fred. Watts, Commissioner of Agriculture'

The Post Offic e Department Employes
Contribute ?2,:00.?At a meeting of the
officers, clerks and other employes of the Post
Office Department, a resolution'wa* parsed this
morning "That we authorize the disbursing
clerk ot the Post Office Department to take one
day's salary from each officer, clerk and other
employe out of the salary for the month of
October, and transmit the same to the proper
authority at Chicago, for distribution to the
sufferers by the recent tire in that city."
The following additional subscriptions were
then handed in, making the amount raised about

ored voters in the fourth and fifth wards of
Philadelphia, taok place in that citv yesterdav

were then drawn, and a number of men armed
with light new musketn charged about and fired

time, and half a dozen men were shot in Lom
bard street, and carried off bv their friends, but
how seriously they were wounded could not be
ascertained. Chief of Police MulholLand re

both parties and of both colors into custodv

returns trom the election are too meager at this
hour to afford a basis tor calculation. It is gen
erally conceded that in this county (Hamilton)
thedtmocrats have carried the legislative part
ot the county ticket. Noves (rep.) for governor
carries the county by a reduced majority. Owing
to the grt at amount of scratching, returns come
in slowly. The vote in the State is light. The
returns at hand show more republican than
democratic gains. The democracy have proba
bly lost a Senator in the Belmont district, and
failed to carry the Montgomery district. The
State has gone republican by a reduced major
ity on State officers. The legislature is doubt

discussion yesterday. The extreme excitement
and dejection of the previous day had given way
to a more sulnlued feeling, accompanied b>
increased commiseration for the thousands of
sufferers. As on Mon<lay, the bulletins of the
newspaper offices were scanned with the deepest
interest by thousands of sympathetic persons.
All felt that New York should again prove her
self what she had so often been entitled?the
"City of Charity," and hastened, through her
prominent citizens, to the relief of the homeless
ami sutlerings citizens of her sister city of
Chicago. At the different center* of trade and
commerce down town, while dealers did not lose
an opportunity of profiting by their knowledge
as to the manner in which their interests would
be aflected bv the conflagration, yet they were
keenly alive as to the necessity of taking rneas
ures "at once for the immediate relief of
Chicago. All were agreed on this point, of the
necessity for obtaining subscriptions ot money.
In Wall street stocks were wildly thrown on the
market by weak holders; and if it had not been
for the strong sustaining influences of heavy
purchasers, made on behalf of wealthy opera
tors, the decline would have been much more
disastrous. As it is, four failures have already
been announced, three being officially an
nounced to the board. One other dealer who had
to receive a certain amount ot stock could not
do so, and the stock was sold out for his ac
count. The houses tailing were E. S. M unroe A
Co., H. S. Camhless, A. V- B. Van Ilyck i Otis.
The three former were regarded among the
most conservative in the street. They were
sup!>oscd to be doing a veij safe business, and
Lad been members of the Stock Exchange for
years. Fluctuations of 20 to30j>er cent, were
frequent, and occurred at times in the space ot
a minute. The tendency of the general list
was decidedly downward, the lietter c'ass
of investment stocks declining mist.
A maze ami doubt ol perplexity pervaded the
lire insurance circlcs in regard to the extent of
the liabiiitu s incurred by the ChicAgo confla
gration, and already several of thelargercom
panies have suspended business until their
losses can be correctly estimated and mean*
taken to meet them. Other companies, supposed
to be as heavily involved, continue their busi
ness, but acknowledge that they can form no
idea of the amount they will be forced to meet,
but Lope they nay be enabled to weather the
storm and pay ott all claims. The city of New
York and the suburbs have contributed *390,000
for the Chicago sunerers. A. T. Stewart gives
*50,000.

here in all circles h the calamity which has over
taken Chicago. At the clubs, exchanges, news
rooms, in the parlors of the hotels, and every
where where men are assembled the appalling
disaster is talked about, and the brief account*
transmitted through the cables, diseased. At
first the telegrams were regarded as greatly
exaggerated, but each succeeding dispatch con
firmed and increased the extent of the losnsn,
and private adriees began to be received. A
feeling of deep sympathy was aroused, and a
desire to contribute in some effective manner to
the relief of the sufferers. This disposition was
quickly directed in the proper channel by
prominent gentlemen, and firms opening sub
scription lists, and volunteering to receive and
forward contributions. Hon. Hugh McCulloch,
J. J. Morgan Co., and other Ameri
an bankers wen among the first to
take active measures in this behalf. Sub.
senptioas are already flowing in liberally
and a large sum Of money will be telegraphed to
the order of the proper parties in America within
a few days. At Liverpool committees have been
organised, who have already -?it- arrange
ments to dispatch a cargo of food and clothing
for tne destitute poor at Chicago. So time will
he lost, aa the rands for the purpose are sub
