Address on the Civil War in Franee, Dr. Carl Marx has
yepoatedly challenged M. Thiers and colleagues to prose
cute Lizu for libel, they bave quietly put up with the
charges and contented themselves with the fabrication
of all kinds of culumuies acainst the Iuternational in
general aud against Dr. Marx in particular. However,
they found an oppoitanity to wreak their vengeance
upon hi- family. Some sx years ago several medical
etudents at the Paris University manifested on one occa
eon thet disaffection by shouting vive la RépuPlique!
One of those students was Paul Lafargue, a Spaniard by
birth, whose family had removed into France, He was
banished for two years from the Paris University, and he
ene to London to continue his studies, which he did so
gicceesfnlly that in 1858 he obtained a Spina qualifying

‘41 becoming the son-in-law of Dr. Marx. Inthe Antumun

With the plan of the Grecley colony as a model. There
1 no one more desirous of seeing the South settled by
Horthern people than oyself no one bas worked harder
W Induce them to go there, and the work was done with
it any kind of compensation, but I am convinced that ull
Sonics having the peculiar system of the Greeley settle
Dent as a model will be a failure in the South. That
ony is an exceptional success in its own region, aud
Probably no other of the eae size will ever again be so
Perfectly organized or so well inanaged. The objections
W such colonies fn the South are: In the uplands, where
Northern people most desire to go, there are Do vast
bodies of land of even value; hence, in the distribution
of lands, some will be discontented; the discontented
Will appeal from the colony rules to the courts
of the country, It takes more money to ged the
Same amount of land in the South than in the new West
ru sections, and “all cash” is generally demanded.
When any credit is given the least default is seized upon
by the seller to execute or foreclose. Western railroads
re more moderates. There are large bodies of land of
even value im Texas and Florida, but as yet there is but
Little disposition to go there, on the part of Northern
Wen. Then Western North Carolina, Virginia, and North
ern Alabama. have large bodies of wild mountain land,
which have a good soil for grazing, and the best of
climates, yet they are not adapted for the location of a
colony, on fules sppreximatiug to those of the Union.
1 may add that it is very difficult to ind men 80 unselfish
as the managers of that colony haye been. There is too
often some one who is desirous of making money, even
if jt be by plucking the others. The nearer great com
mercial centers, the more prevalent this disposition.

The Bouth offers great inducements to immigration,
but the true system of colonizing is for a number of wen
aud their familie to buy eontiguons farws, cach owning
bis own solely aud working it iu bis owu wey. They will


be bound more closely by the common ties of interest
and mutual dependence than by any sct of rules. In the
common ownership of property there will ever be some
who will not work, while those who do labor will soon
quit because their labor {8 supporting the drones. Hav.
ing no interest in any way in the Warm Springs Colony,
and entirely disapproving of its coiGperative idea, I fore
saw the results; but under a proper ses of rules and
management no location could have been wore cligible.
Now it is to be operated as it should have been at first.
A firm of wealthy capitalists buy the whole property;
all persons desiring to build can buy lots at moderate
rates; those who paid money into tho former colony
treasury will have lots apportioned to them. If aman
wishes to put up a factory or mill he buys or leases the
water-power and goes to work on his own Individual ra
sponsibility, and roaps himself the profit of his vor,

RUPPANER V8. SAYRE—QUESTIONS OF MEDICAL
ETHICS,
Dr. Anthony Ruppaner applied to Judge
Barnard, yesterday, in the Supreme Court, Chambers,
for a stay of further proceedings in an investization now
making by the New-York Medical Society of charges of a
violation of medical ethics preferred against him by Dr.
Louis A. Sayre. It appeared on the argumentthut the
plaintiff was charged by defendant Sayre with having in
November last in The Medical Journal taken to Limsclf
the credit of an operation performed by Dr. Bayre;
with having refused to correct it, and with having
published certain things derogatory to Dr. Bayre's
character. The charges were brought before
the Comitia Minora of the Meadical Boclety
who ordered Ruppaner to appear without counsel and
meet the charges. The latter appeared and protested
acainst thelr consideration, on the ground of vagueness,
and that counsel shonld be allowed. The objections
were overruled, and the vestigation RAR Con
giderable testimony was taken, the substance of which
appeared in The Medical Journal. Ruppancr now claling
that the Society 13 prejudiced; that some of the men
bers of the original Comilia are dead, and others have
taken their places; that one of *hese Las stated that he
(Ruppaner) is a quack, and ought to Lave been kicked
out lung ago, and that Dr. Bayre has claimed that he
controls the Comitia, and would drive Ruppaner out of
the Society; and, finally, that the testimony has not
been given to him, so that he can judge whether a de
fense is proper or not.
A temporary injunction was granted pome time rince,
and the case como up yesterday on a wotion to continue
H, pending the suit.
The members of the Comitiaare incInded as defendiunts
with Dr. Sayre, and their defense is that thev have not
ver decided nor stated what their decision will be, being
careful of the reputation of all their members; that they
do not believe that Sayre or any other member has said
any such thing as is charged; that Ruppaner has had
every opportunity to defend himself; that they have
fulfilled all their promises to plaintiff; und that his vro

SINGULAR FREAKS OF A MALICIOUS SEDUVCER.
On Wednesday John T. Burleigh of No. 23
Dey-st. made affidavit before Justice Bhundley, at the
Jefferson Market Police Court, that a package of letters
Lad been stolen from his safe by A. Achermun, a private
detective, who had afterward sold the letters to Emil
Justh, of the firm of Justh Co., brokers at No. 63 Ex
change-place, Among the letters, Burleigh affirmed, was
a cheek for $30. Justice Shandley granted a search war
rant, and directed Bergeant McComb of the Court
gquad to use all delicacy possible in rearching
Justh's office. The Sergeant, accompanied by Patrolman
Tully went to the Exchange-place office on Thursday
afternoon, and, to their surprise, found Burleigh stund
ing on the sidewalk before the building. He said that he
bad been on the watch, and had seen Justh enter the
office. Tho Sergeant, upon entecriug, inquired for Mr.
Justh, and, when that gentleman came forward, in
formed him of the object of the search, Burleigh had, in
the mean while, come into the office, when he was per
ceived by Mr. Justh,who instantly cried out that there was
soe vile couspiracy, as the scoundrel was present who
bad rujued his home. Mr. Justh was about to arsanlt
Burleigh when the Bergeant interfered and sd that Mr,
Justh must submit to a Jotioua) cearch. Mr. Justh re
plied that he would submit to no such ingult, end admin g
a revolver at Sergeant McComb, huis the trigger. Pa
trolman Tully saw Juseth’s intention, and springing for
ward, succecded in putting a finger beneath the pistol
Lbamumer as it fell. The revolver was not discharced,
and in an jnstant was wrenched out of Mr. Justh’s hands,
The office clerks now interfered, and forafew moments
the officers were almost overpowered. In the midst of
the fight, policeman ran in from Exchange place aud
arrested Bergeant McComb,
E3pianations were soon made, however, and the for.
geant, Yen SCATEINIE Mr. Justh, found in a breast-cout
pocket the packet of letters desired. Mr. Jusih was then
arrested for disorderly conduct and brought before Jis

day, and, through counsel, made the statement at his
wife had been seduced by Burleigh; that a divorce suit
was now pending; and that the letters had bien written
by Mrs. Justh to Barleigh, proving Ler adultery with
him. Justice Bliandiey {mmediately discharged Mr.
Justh from custody, and said that he would exumiue the
letters, snd would in all probability return then to Mr,
Justh to-day.
It was thought that Burleigh eold the letters proving
his own infamy to Mr. Justh through the detective, Ack

Sin: I hope one of the improvements made
in rebuilding Chicago will be the universal introduction
of steam, for heating and other purposes, through all the
strects. As far as tho feasibility of the plan is concvrned,
there are numerons instances where steam is seut through
pipes 1,500 or 2,000 foot with perfect success. At the
Pennsylvania Asylum, it i8 sent 1,600 feet, and with flve
pounds of steam it is driven through the whole. It Is
stated by good engineers that steam will travel throngh
pipes seven miles in one minute, OF course there could
be no hesitation about the adoption of this measure on
account of its being an experiment, becanse every city 18
full of instances where whole blocks, such as large hotels
or factories, when belonging to one individual, are hoated
and furnished with power from one central boller. The
advantages of united public action fn this respect would
be very great. The saving of expense in heating and
ventilation would be very important, The danger we
are row subjected to of having that which is almost
equal to a powder-magazine at every corner, and unter
every cjovded pavewent to the right and left, would be
avoided.

by steam, but this arises grea:lv from the vere ernde

to get heat; no fought or care whatever has been elven
to the supply of fresh air. But with steam properly ap

In the case of The United States agt. the
Propellor Thomas Swan, proceedings were instituted by
the United States Government against the owners of the
propeller to recover a penally for having conveyed pas
sengers without being registered for passenger traffic. It
appeared on the evidence that the captain of the propel
ler while in New London engaged to charter a cargo to
some place not stated. While waiting to fufill the agree
ment the propeller was approached by the steamer City
of New-York, and a gang of roughs who intended to pro
cecd to Mystic Island to witness the prize tight between
Collins and Edwards, were placed on board of her, The
captain avers that he wis not uware of the nature of the
cargo he undertwok to convey, that his vessel wan alto

U.S. Coast Survey, has subinitied bis report to the bee.
retary of the Treasury.
~The Buperintendent, after having enumerated the loca
tions and duties of surveying parties in the New-Lngland
States at present, states that the survey of Lake Cham
plain is in progress northward of the limits reached last
Jean, and also the connection of that survey by iriangn
ation with adjacent geodetic stations of the Atlantid
coast. The work here referred to incidentally determines
pointe for the State surveys of New-Hampshire und Ver
mont, und a party is now engaged in that service,  Ano
ther is emploved fn reconmoisance for stations to connect
the triangulation of the lake with that of Hudson River,
In the vicinity of New-York a party Las inspected and
gecured the triangulation marshes on the shores of Long
1-land Sound; another has extended soundings into
Newark Bay, and observations will be continued for de
termining the nature of the physical changes winch
atl ct New-York Ilarbor. Daily tidal observatious have
been recorded during the yonr at that port,
When the appropriation for the present flaeal year he
came available, a party, previously organized, was sent
from San Francisco without delay, to wnke such de
velopment in hydrography, and hd other observations
of interest and value as wy il be practicable in the vicinity
of the Aleutinu Islands of the coast of Alaska, The party
gailed in August, bat time has not yet elapsed tor advice
of the arrival of the vessel at her destination,
Within the year laborious computations have been
completed giving tinal values for the longitude of points
intermediate between the Atlantie and Pacifle coast,
Of these the principal are Omaha, Salt Lake City,
and Ban Francieco. Computations are in progress for de
termining the Transatlantic longitude which depends,
upon the observations made last year at Brest and Dux
bury.
The dizenasion ig continued of full series of tidal obser
vations, with reference to the construction of tables of
prediction. In the Coast Burvey Office operations of the
several divisions have kept pace with the field work.
Twenty new charts have been published, including three
new additions of charts made necdful by the exteusive
clonges.,
Fifty-eight charts have been in hand in the drawing
@ivi=ion, of which nine were commenced within the year,
Of the various engraved charts, about 10,000 copies have
been printed, and an equal uuber of copies distributed
from the office.
Of the maunseript maps on file in the archives, 66 have
been copied or traced within the year to moet culls for
information from various branches of the public service.
Tide-tables for ports of the United States for the year
1872 have been couspleted and issued 1row the otlice,

most remarkable invention brought out within the past
year 18 that by Mr. B.C. Tilghman of Philadelplla for
enysraving on glass snd stone. By means of a jctof
quartz sand, blowu through a pipe by steam at a pressuro
of 300 pounds to the square inch, ho can cut a hole in a
solid Vlock of corundum—only inferior to the dinmond
in hardness—in a few minutes, Tue new process is now
exciting great interest in Europe; an English journal
thus speaks of it: “Tals American engineer just turns
upon corundum a pipe which discharges sifted sand,
mized with a furious squirting of steam, and the flue
shower of particles thus flung cuts a hole equal to the
diameter of the jet. The same cflect 1s produced in any
thing else submitted to the process. Here has the world
been grinding, hammering, chiseling, and whirling drilis
for centuries, to make holes and channels in obdurate
substances, when suddenly the friend of our youth, the
pquirt—in a new form, no doubt—comes to the rescue;
and for the future we shall see the work done by this
{rrosistible jet of dust beating in ten million millions of
fairy raps upon the object; thus effecting what is wished
in a tenth of the [eions time, and with exquisite pre
cision. But the clever discoverer of this new Pri Ws
found that so great a force of step is not necessary for
finer work, such ns grinding or engraving glass, One
mav employ u blast of air for this purpose by means of a
rotary fan. The tube is fed with sited sand, which the
air blast takes up and whirls against the glass, It will
thus completely depotish a surface, moving past at the
rate of five inches in a minute, and the spent wind and
klusndist can be perpetually returned and reémployed,
Moreover, by covering parts of the glass
with a semi-clastic material, such as paper,
luce, caoutchoue, or ofl-paint, designs of  uny
wort may be engraved, The pariicies which eat off the
harfl glass or stone beat fn valn upon the interposed me
dium; und so curious is this resistance that even a green
fern leaf may be used, and the sund shower will consume
all but the Jara thus covered, leaving a dellcate pattern
of the frond. Again, in that kind of glass-work where a
sheet of one color 1s superimposed upon another, the up
per sheet may be partially protected by paper stencil,
while the parts left exposed are eaten or bitten away
into the deaired Havres, The film of bichromatized gelu
tine, used for photographic negatives, may also be thus
utilized for producing an engraving on glass or steel

minute wyrisd iappiags upon any exposed surface, that

There was some slight waning of ycster
day’s confidence noted in the street early in the day, be
cause of certain rumors from Chicago to the eff ct that
ou or two suspensions of inferior monetary institutions
had taken place, The ¢ffect of this, however, was about
neutral’ zed upon the announcement that a prominent
bank here had received $250,000 in currency
from the Ugion Bank of Chicago, Still later
this was supplemented by private dispatches from Chi
cago to the Bunk of Conunerce, and also to a prominent
banking firm in tha street, thatthe early rumors were
without foundaiion, and that monetary affairs wero
viewed in an cucouraging light, To some extent—
although one or two extras 13 canses intervened—the
stock market has been governed by these ru
mors. The markst opencd strong and ruled higher
until it became pretty certain tbat the party cred
ited with having gone long yesterday for a quick
turn, were selling freely, when the entire list de
clined to 1 per cent, ruling barely steady up
to the second call. Here again the market strength
ened, and buyers, becoming more confident, went
in to buy, and in the afternoon the inarket
became buoyant, and, recovering the lost ground of the
morning, made further sharp nse §o the best figures of
the day. The business was lafge, but considerable less fn
volume than yesterday. The 10,000 shares of Harlem
801d, to-day, as follows: 7,000 shares at 121§; 2,000
ghares at 122, and 1,000 shares at 122. The largest
dealings of the day were in Now-York Central, Read
ing, Lake 8hore, Olio and Mississippi, North-Western,
Rock Island, Western Union Telegraph, Pacific Mall, and
Union Pacific, In the less prominent shares there was
little disposition to trade, Delaware, Lackawanna, and
Western selling at 1044, and Morris and Essex, 903. Mis
cellnneons and Lixpress shares were quiet.

The American Exchange National Bank has declared a
dividend of 4 per cent, freo of all taxes, payable Nov. 1.

First MORTGAGE SINKING F'UND LAND GRANT BONDS
OF THE
87. JosErH AND DENVER CITY RATTROAD COMPANY,
IN DENOMINATIONS OF $1,000, $500 AND 3100, can
pow be had from the undersigned or through the
principal banks and bankers of the United States.
The attention of investors is invited to the merits of
these Bonds, secured Ly a first and only mortgage on
the road, equipments, franchises and property of a
trunk line of railroad which will shorten the distance
between New-York and Sau Francisco some 230 miles,
and in addition the mortgage to secure the Bonds
covers a land grant of 1,500,000 acres of the most fer
tile land in the West, which is prohibited from being
sold at less than four ($4) dollars per acre by the
terms of the mortgage deed, and according to the
present market price of the Iflinois oni Goma
uy's lands is Worth $18,750,000, This loan Was origi
“nally for $5,500,000, but has been largely reduced by
subscriptions of actnal investors. The remaining
‘balance of the loan is offered at 97} and accrued in
terest, but the right is reserved to advauce the price
at any time, without notice.
The Bonds bave thirty years to run; bear 8 per
cent intercst, payable in New-York, London or
I'rankfort-on-the-Main, at the option of the holder,
without notice, free of taxes. Borit PRINCIPAL AND
INTEREST ARE PAYABLE IN GoLDp., They are Coupon
Bonds, but can be registered with the coupons
oN, or can be registered with the coupons OFF,
and interest paid to registered owner, Intercst pay
able August 15 and February 15. A liberal sinking
fund, formed from the entire land sales, in payment
for which the bonds will be received at par and ac
crued interest, provides for the early extinguishment
of this loan.
Trustees—Farmers’ Loan and Trust Company.
These bonds offer favorable indiicements to parties
desiring to fund their Five-Twenties, or other high
priced securities.
In converting Five-Twenties the investors realize
17 per cent profit on the principal 2 per cent per an
num excess of interest; and at the same time get a
perfect security.

Of the FirTEEN MirLioNs CHESAPEAKE and OHIO
S1x PER CENT LOAN, less than one-third remains un
sold, and this remainder is rapidly being taken up.
These bonds have thirty years to run, are especially
desirable for investment, and can now be bought at
03 and accrued interest, that is, with coupon attached,
due November 1,

We have but a limited supply left of the smaller
denominations, Bonds are in coupon or registered
form, same as FIvE-TWENTIES.
When the Railroad.is completed in 1872, and the
Bonds are dealt in at the Stock Exchanges of the
world, we have no doubt they will be equally popu
lar with the Central Pacifies, which now command a
premium, and are a favorite secunty here and in
Europe, both roads being preminent lines and under
substantially the same fiscal management. Prin
cipal and interest of the CENTRAL Pacrric and
CHESAPEAKE AND OHIO BONDS are specifically pay
able in gold coin in New-York; the interest on the
former being paid January and July, and of the
latter, May and November, corresponding with the
two classes of Five-Twenties.
We recommend either of them to our friends and
customers with the same confidence that we Cid the
Five-Twenty bonds, when we were selling millions
of them for the United States Government.
We buy and sell Five-TweNTIES, TEN-FoRTIES,
E16rTY-ONES, and CENTRAL or WESTERN PaciFics,
or receive them in payment for CHESAPEAKE AND
OH10 BONDS at their current market price. Orders
for Chesapeake and Ohio Bonds, accompanied with

GRAND RAPIDS AND INDIANA RAILROAD COMPANY.
They have 30 years to run, principal and interest

on 220 miles of finished road and 100 miles more in
progress, and on a Land Grant of one million one
hundred and sirty thousand acres of lumber land in
Northern Michigan. The road extends from Fort
Wayne, where it connects with the extensive system
of roads centering at that point, northerly, and
having been finished through the rich agricultural
region of Southern and Central Michigan, has now
penetrated the Land Grant. The lands have been
recently put upon the market, and are being rapidly
sold. By the terms of the mortgage the proceeds of
the land must be invested by the Trustees in the
purchase of the Bonds, w hich insures their constant
re-purchase from the holders. This Land Grant is
estimated to he worth £12.00,000, and is probably
more available for immediate sale than any other
Land Grant ever made to any company. The whole
issue is Eight Miliion Dollars, of which more than
six millions have been disposed of. This road is run
a8 a connection of (he Pitisbuigh, Fort Wayne and
Chicago Railroad, and the Pennsylvania Railroad,
and bas the powerful support of those sompanics
and their numerous auiliated lines. These Bonds
have been sold in large lines to the most prudent in
