And now Governor Scott, of South Carolina, is charged with fraud ulently issuing State bonds to the amount of $20,000,000. Gov. Alcorn, of Mis sissippi, takes refuge in the Senate from the popular verdict against h'u adminis tration for its profligacy, abuse of power and prostitution of patronage for parti zan purposes. 'The West Point Citizen says, when the present officials (Alcorn's appointees) took charge of the municipal affairs of that place the city debt was only nirie hundred dollars, it has now grown to twelve Oiovsand dollars, in the meantime there has been collected from the tax payers four tiiausand dollars. They have never made any exhibit of their acts, and have recently levied one-fourth of one per cent, taxes on all property. Not withstanding the election law which pro vides for the filling of all offices held by appointees, they have ordered an election for Mayor and Marshal only, the Alder men proposing to continue to hold their positions, not by the w ill of the people, but by appointment, when the appointing power itself no longer exists. A nice Bet of officials they must be truly. A Radical, Legacy. The Gover nor's Message to the North Carolina Legislature shows the debt of that State to be thirtyrfour millions eight hundred thousand dollars. The people arennable to pay the interest on this sum. The Governor recommends a sale of the rail road interests of the State to prevent re pudiation, but at the same time says no financial policy should be determined upon ontil the facts connected with the debt are ascertained in order that some conclusion may be reached as to their dis position on the liabilities of the State. After the message a resolution was offered in the House reciting that the debt was created. by strangers,. elected under bayo net rule; who voted the money to rail roads, and otherwise embezzled the funds of the State i provisions should therefore be made for repudiating the entire pre tended claims, contracted for purpose out side of the legitimate ends of Govern ment, unquestionably there" is' 'no '-moral obligation resting on the people to pay it. The Constitution of the State of Mis sissippi declares "All male Inhabitants of this State who have resided in this State six months next preceding tha day of election at which said inhabitant offers to vote, and who are duly rijrigtered according to the require ment of thia act, and who are not disquali fied by reason of any crime, are declared to be qualified electors. Art. J, sec. 3. These provisions of the Constitution are the supremo law of the land. They are declaratory of the right of the citi zens of the State in the matter of voting, and are designed to protect them in its enjoyment. As parts of the Constitu tion, they override all mere statutes, technicalities and forms created by the Legislature. Whatever else may be set aside, they are to be enforced. What ever else may be destroyed, they are to lie preserved. They declare who are en titled to enjoy the high privilege of suf frage, and it is not to be annulled by virtue of any statute, or of the omission or commission in the performance of any mere form of duty assigned tt persons charged with its execution. The official who has taken the oath to support the Constitution of the State, as above quoted, and is instrumental in de priving a legal voter of his right of suf frage by casting out his ballot because some particular form of law has not been complied with, is a perjurer. The mem ber of the Legislature who in the same manner assumes to set aside the suffrages of a majority of the legal voters of a county in order to assign a seat in that body to a person not thus chosen to rep resent them, is guilty of perjury. There is no possibility of misinterpre tation of these clauses in the Constitu tion. They prescribe who are entitled to vote and the preliminary oath which is required to be taken to complete the qualification. When these conditions are fulfilled, it is the privilege of the per son so fulfilling them to vote, and it can not be abrogated by the wrong-doing of others. But it is abrogated to all intents and purposes when registrars assume to set aside returns in making a statement of the canvass and furnishing certificates of election. In the attempt of sundry defeated Radical candidates in this State, who, to foist themselves into office by robbing a portion of the electors of their votes and the majority of their right of choice, the grounds assumed for annulling the above fundamental conditions of the Constitu tion, so far as they have been made known, are utterly preposterous and un tenable. In one instance it is alleged that the requisite path was not administered to the Inspectors of election until a portion of the votes were cast, and though there is no evidence that a single vote was re ceived from any person not constitution ally eligible, itis proposed to throw out the vote of the entire box, and thus an nul the decision of the whole county. In another instance it is proposed to defeat the choice of the people of a coun- ty for Representatives, and of a district for Senator, on the ground that those who were charged with the management of the election established an additional box for public convenience in a given precinct without giving the full number of days' notice required by law, although it is not charged that this omission occa sioned the casting of a single illegal vote, or that it resulted in depriving any elec tor of his privilege of suffrage. Unless the Rad3 at the cOminz session of the Legislature beat a retreat from one of their favorite positions, under the force of the popular verdict which has been pronounced against them as a party, they will repeat the attempt to force this measure of tyranny and iniquity upon the people. The purpose of its authors is to organize a band of licensed marau ders, armed and equipped, to carry ter ror into communities which may happen to be obnoxious to the powers that be, after the manner of the Bergen-Kirk freebooters under scalawag regime in North Carolina. The bill proposes to appropriate 100,000 from the- State Treasury or the organization of the band and then to tax the whole of the counties that may be prescribed for their support. Thus, if under the instruc tions of a Loyal League clan some "out rage" be committed on a "loyal" citizen of Newton county, for example, in order to furnish a pretext for visiting Radical vengeance on the county, the "Picked Cavalry" is at once quartered upon it and a 'tax is levied and at once collected to pay the expenses of the expedition. And this damage, severe as it is, will be light compared to the wholesale depredations and barbarisms which the unarmed peo plemen, women and chiedren of the county will be made to suffer in their persons aad property. I To show how this scheme of legalized robbery and licensed murder will operate, we have copied below the following order issued by virtue, of a similar measure which has been put in force in Texas by the bayonet authorities of that State: notice special military tax. Malloy, commanding State forces in Limestone county, I am ordered to assess and levy a special military tax of forty thousand dollar $40.0UO) to be paid ty the cUxieus of Limestone county to defray the expenses of military commission and State troops now ou duty in said county. I therefore levy a tax of three per cent, on the hundred dollar of all taxable property situated in said county, as per assecMuent rolls of 1871. All person owning property In Limestone county are notified to appear at uiy olticc in the city of Groesbeck, immediately, ind pay the same. All persons refusing or fail lug ty pay said tax within three (3) days from above date, ten (10) per cent, will be added, and ilitir property levied upon and sold to satisfy said rax. 'GEO. w FARROW, Special Agent State of Texas for Limestone County. The particulars of this high-handed proceeding are explained in a recent ad dress of Hon. Mr. Conner, Democratic member of Congress elect from that State, and by the way, an officer in the Union army during the late war. In consequence of its preponderating anti Radical majority, the carpet-bag Gover nor selected Limestone county as the community on which to put the fearful enginery of the law into operation. In the town of Groesbeck an African police man shoots down an unoffending citizen without cause. The murderer is arrested by a posse of citizens under direction of the Mayor, an appointee of the Governor. A show of resistance is made but no one is hurt. The Governor is duly noti fied of the affair, and he forthwith seizes the opportunity to declare Limestone in rebellion to proclaim martial law, and to execute it by his "Picked Cavalry." After a season of murder and plunder by these privileged marauders, the tax, as explained in the above ocder, is required to be collected from the citizens of the ccunty. Stringer (colored) for assessor and collector. The number of colored men on the ticket appears to have cre ated confusion ia. the camp of the wreck ers, for not long ago A. H. .Author (white) was substituted for 3Iiddleton for judge, and'H. Levins (white) for Stringer. liddleton qtriefly acquiesced in this arrangement but Stringer denies the right of tha Radical executive com mittee to make the change and an nounces his, intention to run the race through, as he is the regular nominee of hit party. It has lxen his boast, in view of the large majority which he received by the disfranchising operation of the reconstruction laws, and of the fraud .and violence which were employed to carry the election, that he went into office without opposition. The standing joke is applicable in his case, that as he came in without opposition, so does he make his exit. There is no one to heave a sigh over his departure. His political opponents, and among them are many who hoped better things of him, experience relief in the reflection that matters cannot be made worse under his carpet-bag successor; and his political friends will breathe freer and easier. His administration has been a failure. Its promises were largf! its performances small. With splendid material for ad ministering the Lad laws which wicked men framed, so as to make the weight light as possible to the people, the large powers he possessed have been wielded in the interest of a faction rather than for the good of the State. We have his testimony on both sides of the question whether the peoplo of the State are peaceable and law abiding. In May last, responding to the "slander" of Ames and his confederates, he de clared that they presented an "unbroken I evidence of civil obedience And order;" but he occupied himself in the late can vass with railiog accusations against them and with the studied effort U stir up strife between the races, in ord r to prop the fortunes of a corrupt und wicked party. His testimony of May was true but it deserves to be added that the peo ple of the State have kept the peace in spite of all the provocations to violence which bad laws and their partial and un fair administration creates. Among the measures which Gov. Al-' corn originated as parts of the policy of his party, are the "Piked Cavalry" and "Change of Venue" abominations. He leaves them to be fought over by the con tending parties or to be consigned to aii ignominious grave by the consent of his 1 own partizans and by the united oppoei- tion of the Conservatives. His career as Governor,baa been crown ed by one of the most ungracious of all his performances. We refer, of course, 1 to his revolutionary proceeding in overid ing the law of the State, and the opinion of his legal adviser, to prolong the terms of the persous whom he had appointed to office.
