Local Intelligence.
They Took the "Sugar.''—A rather ver
dant specimen of Missouri's sous arrived in
our city at one o'clock yesterday. Scarcely
had lie set bis foot on the levee before a
St. Charles street ghoul claimed him as his
•'meat.'' A close eye was kept on the
countryman, au<l when lie appeared infront
of the City Hotel, a nice looking young tnan,
Mr. Loose, volunteered information con
cerning subjects which interested the
stranger. Missouri, after registering his
name, asked the nice yomi{f man to show
him where a reliable sugar broker could be
found, as lie had some business in that
sweet line. Of course tjie desired informa
tion was readily given, and away the couple
started. Mr. Loose conducted Missouri
into a well upholstered room on St. Charles
street. Drinks and cards were produced,
and our verdant was induced to take a
hand in a quiet game ot euchre.
The game was made pleasant, for the
young sugar brokers are invariably
stylish, free and urbane. Several hands
had been played, when one ot the party
somehow discovered that "he held a toler
ably fair poker hand, and was willing to
risk a smart sum of money that he could
win.'' One looked over Missouri's cards,
ami saw that he li;ijl three aces, and he was
suddenly urged to plank down cash on so
good a thing. Cash was planked down
until verdant had parted with nearly a
thousand dollars. Those genteel "sugar
brokers" gathered it in. smiling softly at
such a fat pigeon. All his money gone, the
gentleman from up country had nothing to
iio but to retire, utterly demoralized.
One of the sharps otic red to lend h:iu fifty
dollars, but the offer was spurned, for then
lie felt too high-toned to take back any
thing. Proceeding into the sfreet. his eon
fused mind began to arrange the sad facts,
when he concluded that he hail been victim
ized. He sought eonsolation from the police,
telling his doleful tale as if it were entirely
new. Mr. Loose was sent for. found and in
terviewed at police headquarters. There lie
was met by Missouri, when the sore subject
was talked over calmly and in a devout
spirit. Missouri agreed to cry qflifs if a cer
tain amount of his loss was returned, ami it
was agreed to return."
Criminal Court —Jo dye AIM .—in the
case of Billy Ray and J. M. Smith, the two
Chicago thieves charged with stealing from
Mr. A. Bauman. No. 18 St. Andrew street,
a gold watch chain, the jury could not
agree, and were discharged from further
consideration of the ease.
Henry Johnson, whose case was men
tioned yesterday, was acquitted.
Casimer Williams, charged with larceny,
stealing from Mrs. Charlotte Lewis forty
dollars' worth of clothes, was sent to the
Penitentiary for eighteen month*.
Margaret Brown, charged with having
stolen from Mrs. Mary Stamps. No. 19b
Thalia street, goods valued at forty dollars,
was convicted.
Liza Girards, charged with assault and
battery on Marceliu Foureadc. was ac
quitted.
The District Attorney filed information
against John Jones and Thomas Nolan for
assault and battery.
Emma Brown, charged with assault and
battery on Mary Francis Philbon. was ac
quitted.
The case of James Daily, charged with
iiaving committed an assault with intent to
commit a rape on a child named Catharine
Fitzgerald, four years old, was again taken
up. The proof in the case is considered
clear, and at the first trial the jury con.
victed the accused. But a mefe technical
error in the spelling of the name of the
child as Kate Fit/, gave the accused the
benefit of a new trial. The jury rendered
a verdict of guilty.
Drowsed.— While the steamboat Carrie
Thorn was on her way up the river to
Shreveport, oil the fourth instant, about
2 P. M., an unknown colored boy,
while in the act of drawing a bucket of
water, fell overboard and was drowned.
His body lias not ye£ been recovered.
The river is fourteen feet two inches be
low the high water mark of 186.2.
Didn't Escape.—J. W. Jones, the man
whose sticky fingers easily found a bank
check which wasn't lost, attempted to cs.
cape from the first precinct stationhouse,
Tuesday night, hut Turnkey Gray's ears
caught a sound too much, when Jones was
gently requested to hang up his hoop-iron
fiddle and remain until breakfast. lie re
mained without-iurther invitation.
Board of Bold e- Commissioners.—
Captain Flanagan was transferred from the
harbor to the sixth precinct.
Captain Edgeworth from the sixth to the
harbor.
Patrolman Champagne was promoted to
corporal in the first precinct.
Patrolman Dunn takes Champagne's
place in the First District Recorder's Court.
Residents on Esplanade, between Marais
and Villere streets, were not altogether
good natured yesterday morning but sought
for perfume bottles. A civil night artillery
wagon was the cause.
Missing. —Mr. Newman, a merchant in
St. Charles parish, sends a message to
police headquarters that a man in his em
ploy has disappeared. His name is Harris,
a Polish Jew, thirty years old, five leet six
inches high, dark hair, black moustache.
He had a two-wheeled spring wagon, hav
ing goods valued at eight hundred dollars.
He was last seen at the ol<l stock lading
ferrv. going to New Orleans, last Saturday
evening. He is wanted.
Godfrey, the ear driver of the Jackson
street line, who ran over and killed Mr.
Redon's son last week, was examined by
Recorder Hillings yesterday, and released
on 8100(1 bonds. Coroner Creagli had made
a charge of manslaughter.
An ax is not the pleasantest weapon in
the world to'eoine in contact with, especially
if wielded by such an angry person as Mary
Winsbeek when confronting Rosana McGee.
No. 52 Gasquet street. Rosana, who signs
her name in short hand, thus, X, asks that
the accused be axed to appear and answer
on the twentieth.
Broke a Case. —Levi Yacdcrstar's beha
vior, as detailed by Rosa Cramer, corner of
Broad and Gasquet streets, was so outland
ish that it became necessary for Recorder
Houghton to send him down to a jury.
Rosa, who is not as young as she was thirty
years ago, positively asserts that Levi as
saulted her husband with a loaded cane and,
also, actually threatened to make a ghost ot
her, and she is in fearful dread that accused
will determinedly carry out his tlirffat un
less an offended law interposes itself. The
offended law. as represented by Recorder
Houghton, restrained the belligerent.
No Good Account of Himself.—A man
wlio labors seriously for liis daily bread
and tobacco will tiud no difficulty in prov
ing that pleasant fact. Daniel Eagan, a
young man of good physical parts, was
sent before the Board of Police Commis
sioners by Detective Ward, and that body
sent accused to Recorder Houghton for dis
posai under the vagrant law. Bonds in live
hundred dollars to appear for examination
on the fourteenth were not furnished.
Daniel has been in |hockletv on several oc
casions, and by this time knows how it is
himself.
Taking Time. —Sarah White, forgetting
the commandment "Thou slialt not steal.
stole a gold watch and chain, valued at one
hundred dollars, from Anna Smith, also of
Dryades street. The maiden White failed
to tiud a straw to sign a hundred dollar
bond for her to appear on the twentieth.
Mild Burglars. —James Williams ami
Richard Joiee did not rejoice when they
were caught burglarizing Charlotte Par
ker's residence. No. 330 Gravier street, for
they stole nothing hut an old dress and
sixty cents. A strong hand will hold the
prisoners until the sixteenth iustant.
Malicious. —The mischief contained in
the body of Frank Williams, No. 87 Baronne
street, induced him to throw rocks at his
neighbor. T. Suermaun's, door and grossly
insulted him. The rocks will be investi
gated on the twentieth.
Mission School Fair.—O dd Fellows'
Hall is a point of rare attraction just now.
and well it may be, for all is fair there.
Visitors are not importuned to "take a
chance." although many chances .for good
bargains remain untaken. A poor man's
eyes are softened at the sight of those one
hundred dollar hills presented by the
steamboat Belle Lee. Then there i« a
magnificent frhit stand, three stories and a
half high, made of frosted silver, which is
worth looking at. An organ and a sewing
machine, side by side, vary the seen*', while
beautiful young ladies near by are w illing
to let you vote for them, for a considera
tion of only twenty-five cents. One look
at the fioral bower, among the perfumed
leaves and liowers of which you hear the
cheerful notes of a dozen canary birds,
while beneath plays a tiny fountain, near
which sits one of Louisiana's 'fairest
daughters. The reader is ad'.d to make
at least one call.
A Street Duel.— Two of the many
Italians who congregate around that pro'
found Rialto, head of the »!d Basin, having
no fear of the police, took a few shots at
each other and then retired ;u good order.
One of the bullets, failing to go home,
struck Mr. Louis, who was quietly standing
in his doorway, near the scene. The mis
sile struck him in Iris abdomen, inflicting a
wound that may prove fatal.
Veal. —Joseph Howard having a toler
able good set of teeth anil strong jaws has
no aversion to a hit of veal, and perhaps it
was his appetiie that induced him to steal
an entire, though innocent, calf from Mr
Ticoulet. This live veal was considered
worth ten dollars. For this digression Jo
seph was induced to go and see a jury by
Recorder M'Artliur.
Tools.— John Sullivan, it is barely pos
sible, is an honest man. but circumstances
point to something quite different. E. S.
Gordon, belore Recorder M'Artliur, swore
that John stole a lot of carpenter tools from
him. Twelve of his.peers will settle liis
status.
The Disai i earance of A. YV. Walker.
As yet no clue has led to 4he whereabouts
of Mr. A. \V. Walker, who, since Friday
night, has not been seen. A search among
his effects resulted in the discovery of a
package of letters addressed to his soa. a
letter to his wife, and one addressed to W.
W. King, L. Madison Day, Mr. Ellis and
Eugene tv nggaman. These letters were
dated the ninth instant, and indicated his
intention of committing suicide. They will
soon be offered in the proper court for the
purpose of opening liis succession. But
these letters do not establish the fact of
suicide. As to the reverses which he had
suffered, they w ere net without remedy, and
he was a man known to have sufficient
mental resources to have recovered from
every shock, jig met an attache of this
office Friday, and after exchanging re
marks about the hard times, spoke in tin
encouraging manner, saying, "While
there's life there's hope." The loss of a
large amount of whisky in a lute legal re
verse is supposed to Ire the immediate cause
of his unfortunate end. But there are still
too many doubts about it to pronounce it "to
certainty.
A Costly Pii l. —Among the many at
traction' at the Mission School fair is a rare
specimen of carving, the handiwork of a
soldier during the war. The pipe is in the
form of a boot, polished and richly mounted
with pure gold. All the work was per
formed with a jack knife and a file, but is as
highly finished as anything of the kind can
be. Indeed, it i.~ loo fine to smoke on ordi
nary occasions. Gentlemen fond of a puff,
should visit the table presided over by
Mesilamcs Griswold and Stone, pay a dollar
for a chance and vote—vote lor yourself, or
iny one you may happen to like better.
There is no limit to the times one may vote,
therefore every suffragan has an equal op
portunity to bear it off.
A woman lecturer opposes the co-educa
tion of the sexes, because it is not safe to
hold fire to tlax."

THE WONDERFUL CHANGES OF TIME
In order that the peoplo may not forget
the .fact that Collector Casey was not al
ways held in high estimation by his present
allies, we present below extracts from a let
ter of the Secretary of the Treasury, com
municating. in compliance with the resolu
tion of the Senate of July 4, 1870, in relation
to the removal of James F. Casey as col
lector of customs at New Orleans:
Treasury Department, July 12. 1870.
Sir: I have the honor to acknowledge
the receipt of a resolution adopted by the
Senate on the fourth instant, in the follow
ing words:
Jtesolred. That the Secretary of the
Treasury be directed to transmit to the
Senate all papers on lile in his office relat
ing to the removal of James F. Casey, col
lector of customs* at Nfew Orleans, as well
as any papers showing the manner in
which saiu Casey has discharged the duties
of his office since he has been collector.
The number of persons employed in said
customhouse during each of the months of
April, May. June, July, August, Septem
ber. October. November, and December, of
18b!', and January and February of 1870.
The amount paid said employes per month,
and if any persons were employed anti paid
during said time without authority of law.
if so, how many and the amount thus paid
them, and what labor, if any, they per
formed. The amount paid employes in said
customhouse during each of the months of
1865, 1866, 1867 and 1868, together with tjie
number of persons employed during each
of said mouths. The amount and propor
tion of increase, if any. of imports and ex
ports at said port during said years.
In reply I transmit the original papers
called for. together with statements pre
pared in the office of the Commissioner of
Customs and Bureau of Statistics, which
furnish all the information in the posses
sion of this department on the subjects em
braced in said resolution.
I have included a statement of the imports
and exports lor the year 18b!*.

STATEMENT OK MEMBERS OF CONGRESS IN
REFERENCE TO NEW ORLEANS CUSTOM
HOUSE.
Sir: When the present administration
came into power it was confidently expecrAi
that the Customhouse at New Orleans,
which had been Johusonized and tilled with
Democrats under Perry Fuller, would be re
formed upon the basis of loyalty. Republi
canism and the declared policy of honesty
amt strict economy."
Nine mouths have elapsed and these rea
sonable expectations have not been real
ized. Many Democrats under Mr. Fuller
have been retained, and others of the same
character have been appointed by Col
lector Casey, against the protest of
the Republicans of our State. Hav
ing failed, after repeated efforts to induce
the coll ctor to reorganize the Customhouse
upon the basis named, lie was requested to
furnish rolls of liis employes, that the Dem
ocrats in government service might be
pointed out to the administration at Wash
ington; this was refused, but subsequently
such rolls were otherwise obtained. From
tin examination of these rolls it apjtears
that four hundred and twelve men were em
ployed. and of this number about one hun
dred only were known Republicans. Hav
ing represent'd these facts to the depart
ment. Collector Casey was directed to st ud
on his plan for reducing his force. In com
pliance therewith he liairsubniitted a plan
to the department containing four hundred
anil twenty names, not including the force
of the naval office, which, when added, in
creases the force under this reorganization
to lour hundred vud thirty-two officers and
employes, of which less than one hundred
and fifty arc known Republican'.
We respectfully protest against the reor
ganization of the New Orleans Customhouse
upon this political basis. We can not s c
the justice or expediency of appointing
Democrats and rebels to office, especially in
New Orleans, where loyal men have been
ostracised, proscribed and butchered on ac
count of tlicit fidelity to the government.
There are honest, capable Republicans,
ex-soldiers of the Union, whoso families
are destitute and suffering, ready and will
ing to serve the government, and they Re
serve and greatly need the salaries Dow
paid to Democrats by Collector Casey.
But, over and above the political aspect
of this matter, there is another, of greater
interest and importance to the administra
tion and the country, and that is the
honesty, efficiency, and economy of the re
organization and management of the New
(>t leans customhouse.
From the customhouse rolls it appears
that the force under Collector Casey in
1869 numbered four huudred and twelve
men. at an aggregate amount for salaries of
four hundred and thirty-one thousand seven
men. at an aggregate amount for salaries of
four hundred and thirty-one thousand seven
hundred and thirty dollars per annum. Un
der the new organization as proposed, the
force numbers four hundred and thirty-two
men. at an aggregate amount of salary, as
computed from the rolls, of five hundred
and three thousand five hundred and
ninety-five dollars per annum. This large
force and startling expenditure for the col
lection of the customs at New Orleens has
led to an investigation and comparison of
the business force anil expenses lor the
years 185!*, 1869 and 187(1, as follows:

Thus it is shown that with one-third less
business iu 1869 and 1870 tlie force employed
is more than twice as large and the'ex
penses are double those of 1859: and under
the present management the force is in
creased twenty ineu, anil the expenses are
las computed from new rolls) $71,865 over
those of 1869. Buta Comparison of tjie Cus
tomhouse expenses under the tariff laws
enacted since 1859 will apply more directly
and with greater force; therefore, we sub
mit the amounts expended for salaries tim
ing the months of May, June, July, August
and .September fur the years 1866-67-68-69,
as follows

Froth these amounts it appears tjiat the
expenses under Collector Casey during
these five months ol 186!' exceeded the ex
penses for the same months of 1306-67-68
respectively, in amounts as follows: $105,

paring the expenses of August and Septem
ber. 1668 with those for the same months
of 1869, the last months for which Collector
Casey has rendered accounts, we find the
amounts expended as follows:

Thus it is shown that in August and Sep
tember: 1869, under Collector Casey, the ex
penses exceeded the amount for the same
months of the previous yeat by $17,619 37,
at which rate the expenses of the whole
year of 1869 would exceed those of 136,8 l, v

new plan of reorganization) the expenses

We respectfully call attention to the
labor rolls of warehouse No. 1 for the
months of June. July and August. ISti'.',
the last received at the department,
which respectively contain the names ol
fifty-eight, sixty-nine anil seventy-six men.
at a cost of $17,462. and respectfully ask if
these men were appointed by authority of
law Were their appointments approved
at the department Were the men em
ployed required to take the oaths prescribed
bylaw! Did they perform the duties of
laborers? What necessity was there for
j this large temporary force iti addition to
ihe large regular force employed, when.
tluring these months, a rigid quarantine
was enforced, and importations were ex
ceedingly small
These facts, together with the recent
sugar frauds, detected and exposed by tho
naval officer. Colonel Charles Dillingham,
have alarmed the friends of the govern
ment in that quarter, and we consider it
our duty to lay them belore the ailmiuis
tration.
These statements are based upon the
records in the Treasury Department, and
are therefore easily verified. It is believed
that the customs at the port of New Or
leans can he honestly and efficiently col
lected with a force of three hundred offi
cers and employee, at an aggregate cost for
salaries of less than three huudred thou
sand dollars per annum.
Managed by honest, capable men of pro
nounced Republican principles, Our Cus
tomhouse would exert a powerful influence
iu promoting a sentiment of loyalty to the
administration and the government.
Believing, therefore, that there is no rea
sonable prospect of a change for the better,
ami iu compliance with what we are as
sured is the almost universal desire of the
Republican party and friends of tbe ad
ministration in our State, we respectfully
request that Mr. Casey be made to give
place to a man of executive ability com
mensurate with the importance oY the
office, and whq is a pronounced Republican.

tion for the removal of James F. Casey,
Collector of Customs, New Orleans, Loui
siana.
At a meeting of the Louisiana Press Asso
ciation, held on the second of April, A. D.
1876, the following resolutions were
adopted:
Whereas, James F. Casey, collector of
the port of New Orleans, during the past
twelve months, has shown himself utterly
incompetent for the proper discharge of the
duties of his high and responsible office, and
unworthy the respect of all honorable men;
whereas, the said Casey, in flagrant disre
gard of liis obligations to the political party
to which he owes his position, liatfostracised
men of sound Republican views, and at
tachment to the principles which triumphed
in the late war and in the late Presidential
election, and has continued in office persons
who have made war and are still making
war on these principles; whereas, said Ca
sey. when reminded of liis errors and his
treason to the Republican party, has been
compelled to acknowledge bis guilt, but has
always made new pledges to conform to
the usages of the Republican party,
and act in conformity with republican
principles, which pledges have again and
again been disgracefully ignored: whereas
the Republican party of this State have
lost all hope that any reform in tbe ot
ticial and political course ot said Casey
will ever be effected, and can place no
more reliance on his words of promise;
whereas the Republican committee of the
State of Louisiana has adopted resolutions
demanding the removal: whereas said
Casey boastfully proclaims that lie owes
nothing to the Republican party, but every
thing to his relative tbe President of the
United States, and thus attempts to cast
odium on both the Republican party and
its honored and distinguished chief; and
whereas it is the duty of this association
and of the honest and fearless press of
Louisiana to do all in its power to redress
the wrongs of the people, to denouitee the
unworthy, and to encourage and support
the fcond and honorable; therefore,

ciation joins in the demand of the Repub

tional removal of said Casey from tho

and March 13, 1866. signed by R. M. Montgomery as
principal, and William Barnes and D. L. Shearer as
sureties, ami a bond dated June 21, 1867, signed by
