MOSEY.
New York, Nov. 18.—The bank statement for
the past week was again favorable, the net re
•celpts in tho banks having run up to $9,689,425.
The money market closed easy at 4 to 5 per cent
on call, and exceptional loons at 3 to 4 per cent.
The failure of tho Guardian Savings Bank, and
the runs on other savings banks identified with
the late City Hall ring, have thus far had little or
•no effect on Wall street.
FOREIGN EXCHANGE.
•closed quiet at 1091-8 for prime CO days, find no
lor sight There were small transactions.
GOLD
was dull throughout tho day, opening rat Hi 1-8
and closing at ill. At one time borrowers paid
1-C4 per cent for tho use of gold until Monday.
The closing rate, however, was 4 per cent for car
rying. The specie shipments of tho week were

GOVERNMENT BONDS
continue strong, both hero and abroad, and wore
very firm at tho close to-day. The following were
the closing quotations for Pacific Railroad se
curities: Central gold bonds, 102 7-8 to 1031-8;
Union gdld bonds, 915-8 to si .3-8; land grants,
77 3-4 to 78; incomes, 811-2 to 82; stock, 271-4 to
27 8-8.
THE STOCK MARKET
-was strong but rery dull. The only feature was
Heading, which touched 1131*8. The week closes
'with a slight gain in point of prices, hat with less

IMPORTS,
The total imports for the week were valued at
$1,653,062, of which $1,605,733 represented dry
foods.
BREADSTUFF?.
The flour market closed dull and low
er for the low and medium grades.
Wheat was dull and nominal. In
the absence of business of importance, winter is
firmer than spring. Shippers arc not baying, and
millers ore holding off. Com was in moderate
demand and lower, closing tame. The inquiry
was chiefly for the trade.

New Tons, Nov. is.—lt Is currently reported
about the City Hall to-day that Henry G. Steb
bins, Edwacds PJerrepont, and Horace Greeley,
were agreed upon by Mayor Hall and
Deputy Comptroller Green for tho vacancies in
the Park Commission.
CURRYING FAVOR.
Mayor Hall is seeking to ally himself with the
Reformers,anrt is trying to get some of the Reform
Democrats to accept the places recently made va
cant.

The Evening Kctrs (Ben. Wood’s paper) says in
respect to the Mayor’s denying that hc'has
Tweed’s resignation; “Wereiterate that Tweed
banded his resignation to Mavor HalH and that it
is given on condition that the gentleman whom
Tweed names shall be appointed boss of tho De
partment of Public Works.”
BWBENEV PROCEEDED AGAINST.
Peter B. Sweeney was this afternoon served
with a legal process on behalf of Miss Mansfield,
remanding the surrender of papers in his posses
sion which are said to implicate him and Tweed
In the Eric schemes. It is said that Sweeney has
destroyed the papers alluded to.
RUN ON SAVINGS RAKE.
The run on tho Bowling Green Savings Bank
caused its suspension at 2 o’clock this afternoon.
The officers of the bunk say that at tho
end of sixty days it will be able to
meet all demands. It is reported that
there will be a run on other banks on Monday.
Tto National Savings Bank also suspended to
day, making three in all. There was considera
ble excitement about the Guardian Savingsßank
to-day. The depositor.) were assembled in largo
numbers around the bank, though no demonstra
tions were made. The friends of Tweed tried to
pacify tho crowd by saying the bank would
resume on Monday, Prominent Tamraanyites
have had official connection with all of tire three
suspended banks, Tweed being President of the
Guardian Bank, nnd Police Commissioner Henry
fimith, of Bowling Green Bank,.
SMALL-POX.
-Jflne new cases of small-pox were reported to
day. This makes thirty-nme cases since Satur
day last.
CHOLERA.
The cholera at quarantine is now supposed to
have been subdued. There have been no deaths
since Thursday. Tho Humboldt, of t he same line us
the Franklin, is expected on Tuesday. It is feared
©he will have a portion of the disease on board.
TUB NON-ARRIVAL OF PRINCE ALEXIS.
It is said at quarantine that the real cause of
the delay of. Prince Alexis* arrival is owing to
the fact that ns there is cholera in Russia it was
dc* med advisable to take a migratory course and
visit Madeira and other Southern climates before
proceeding to New York.
THE MANBFIELD-FISK LIBEL CASE
drew a very large crowd to tho Yorkvlllo Police
Court this morning. There was u veryformida
blo array of counsel, something like a hundred
newspaper reporters, and about a dozen artiste
of illustrated papers. District Attorney Fellows
said that as Fisk had filed a bond for his appear
ance at the Court of General Sessions,
the Justice was divested of Juris
diction. Tho.Justice, however, ruled that Fisk
was entitled to an examination, and that tho
plaintiff should be produce 1- Miss Mansfield,
who was present at the opening of the court, had
in the meantime left, and tho officers who went in
©earch of hcranuounced that she could not bo
found. Mr. McKcon, of the counsel for tho prose
cution, explained that sho had left by his
advice, and asked that ho be given
time for preparation. Mr. Spencer
©aid, that although she had gone
away, sho had not gone whore tho woodbine
twmeth. [Laughter.] He desired tho court to send
for that injured IndividoaL Spencer’s remarks
were followed by applause in two back part of
the court. Mr. McKeon requested the court to
clear the room if it was repeated, charging it
upon the partisans of Fisk. Mr. Beach sug
gested that -the applause was a compliment
to Mrs. Mansfield. Mr. MoKcon said
tliat ho had been exposed to
ruffianism in court before, and was prepared to
expect anything from certain persons. The
Court decided to postpone the mutter till next
Saturday. The sworn complaints In the case of
the suits commenced against Fisk by Miss Mans
ard served this afternoon. They allege
that Fisk had, at various times In 1859 and 1870
received moneys of Miss Mansfield and used them
lor speculations in stocks. Fisk has twenty days
in which to put in his answer.
ACCOUNT OF TWEED’S SAVINGS DANK.
An examination of the accounts of the Guardian
Eavincs Bank by the Receiver and clerks shows
that there were $57,000 deposited to the credit of
the city, while the bank iield no city or county
bonds or securities. Mr. Roche, one of tho Vico
Presidents, has given a bond covering tho amount
deposited to the credit of tho Foundling Asylum
The b;mk holds about $220,000 in real estate,
bonds, and mortnges.

LITTLE BUSINESS DONE.
BrnrscriELD, Nov. 18.—Nothing of any conse
quence was done In either branch to day. In the
House orders of Committee of the Whole and of
bills on third reading were reached, but so few
members were present that it was not deemed
wise to consider bills.
COMMITTEE ON COOK COUNT!' RECORDS.
Some persons talk of introducing resolutions to
enlarge tho Special Committee on Cook County
Records, making It thirteen instead of nine. This
is quite large enough as it is, and as this move
will be made in behalf of members who are ex
ceedingly anxious to get on this committee. It is
very desirable that it should be beaten. To in
crease the number of a committee of that kind is
to destroy its usefulness, if it has any.
REVENUE BILL.
A joint meeting was held, to-day, of Revenue
Committees to consider thejjlll known as Stad
en’s, or Van Dorston’s. Tho whole session was
substantially expended on tho question how coal
mines should bo taxed; whether their value
should bo ascertained by tho product of tho mine
or by a compilation of what the mine is probably
worth per acre, or some other means, resulting in
striking out the provision in Staddcn’s bill on the
subject of taxing gross receipts, leaving the tax
to bo levied on tho general value of property as
an investment. Then the discussion took a gen
eral turn as to tho propriety of taxing capital in
vested in any business, and also gross product.
A great deal was said pro and con on tho subject,
one party Inclining to tho view that what is called
.‘‘goodwill*’ should enter into tho taxable
value and another denying it. There was also
some informal discussion on the propriety of tax
ing tho first farm at its value, and then the nnmmi
products of the farm in addition to live stock and
all personal property of tho farms, agricultural
members, and those of that turn of mind, pro
dieting resistance to this double and treble style of
taxation. No conclusion was arzived at as to
taxing farms and other products, and cattle and
all other property, or in regard to] taxing shares
of incorporated companies, and also property of
tho same companies which Is provided for in
Staddon’s bilL There is a feeling In joint commit
tee that tho blil is too immense and too search
warrant and inquisitorial inftfa character, and
laps over tho same property too often, and
will necessarily tend to discontent, evasions, and
frauds in returns; but tho problem Is to reach all
property that ought to be taxed in a shorter and
simpler bill. No member has yet presented any
Brnctlcablo scheme to accomplish that end. Mr.
liort was absent, and nobody represented him
or Ms bM on the committee. Stnddcn was pres
ent, talking in behalf of his. They ndiourued
without coming to any conclusion, feeling that
they had a winter’s work ahead to get things Into
uu acceptable shape.
MUNICIPAL REFORM RILL.
Mr. Modlll has brought with him tho draft of a
brief bill, having for its object tho requiring of
more perfect accountability of all city boards and
officers to the Mayor and Common Council,
in order that tho city government shall
be made responsible to tho public,
and to secure economy and frugality. The bill
consists of three sections and an emergency
clause, and provides in tho first that, in all cities
of over one hundred thousand people, tho Mayor
shall have power to nominate to the Council all
members of the municipal boards, such ns tho
Board of Public Works, Police Commissioners,
Board of Health and Education. Tax Commis
sioner. and Assessors, Comptroller, Corporation
Council, City Attorney, nnd all other city officers
who are not to bo elected by the people. Dio
6'cond provides that he shall have poWfcr
to remove any of these officers when ho thinks
tho interests of tho city require
it,| and nominate any competent
person to the Council, and if not confirmed shall
nominate some other competent person until the
Council confirms, thus avoiding dead locks from
the continual sending in of the same person. Tho
third section provides that the Mayor shall have
tho right to veto any Item or items in tho annual
tux ordinance, or tho entire ordinance. If ho
vetoes one item ho is to send his reasons to the
Council, and tho rest of tho bill goes into effect,
time protecting the Council, cornering tho Mayor,
and forcing him to sign a bill filled with bad ap
propriations, or veto it at all, aud leave tho city
without money to carry on the government Tho
question now is, whether it is best to have this
bill passed separately in tho nature of an amend
ment to tho charter, which good lawyers
say can bo constitutionally done, or add it to tho
general bill on the government of cities, now on
a second rending. Tho objection to tho latter
course is that tliat bill cannot bo passed UH late
in the session, and will not take effect till July
next, nnd for tho first seven months of tho new
administration in Chicago {existing evils cannot
be remedied, and tho Mayor will have no control.
If passed separately it could be In fore© when
the new government was Inaugurated. Tho bill
will be laid before tho Joint Commlttoe|on Munic
ipal Corporations next week. Thera does mt
seem to be any likelihood of opposition to tho
proposal to add another board to the city govern
ment of Chicago.

Madison street, or at the principal relief stations.
Nursery and Half-Orphan Asylum.
The Board of Managers of this institution re
solved, at their hist mooting, in view of the unus
ual distress among the sufferers by the fire, to
receive the children of any who are unable to
cate for them at their own homos. Tho children
iKdonging to the Gilman Asylum, formerly on
North Clark street, are now, with their Matron,
occupying a portion of Iho building, but there is
Bull room for more. Persons wishing the benefits
of this charity, should apply to the Matron, at
tho asylum, on North Halsted, near Centro
street, and must, in all cases, bring certificate from
their clergyman, or some responsible party, or
furnish eomo reference which will prevent impo
sition.
Miscellaneous.
A meeting of the stockholders of the Pacino
Hotel was held on Friday evening, for the pur
pose of considering what future action should bo
taken. Judge Otis and Mr. Keefe wore appointed
a committee to see about making a contract for
the re-erection of the building.
