Following is the report of tbe proceedings of the Legislature »>n Friday, which could not bo transmitted by telegraph; TQR HOUSE was called to order ot noon by Speaker Smith, and tho Clerk read the Governor’s proclama tion. Rev. Mr. Carnahan made a prayer, in which he alluded In pathetic terms to the cause of the meeting. The Clerk was directed to inform the Senate that the House was ready to proceed to busi ness, and Mcrsrs. Barnes of Morgan. King of Cook, and Miller ot St.Clair were appointed a committee to wait upon the Governor. The rules and standing committee* of tho last session were continued. Mr. Springer offered resolutions tendering the sympathy of tbe Stale to the suffVrcrs by the fire. They were unanimously adopted, and tho Secretary of State was directed to present a copy to the Mayor of Chicago. Taxation must of necessity almost wholly cease for tho next year or two. Special assessments for local improvements must cease.
