This proclamation aet hawing 
been heeded, a second proclamation was is-
sued on the n t h of the same month suspending 
the writ of habeas corps* in nine counties in 
the State of South Carolina. Arrests were 
made to the namber of tf& These persons 
-sare now in custody, sad are to be tried in the 
-courts of the United States. The report of 
•the^Attoniey General ia referred to for far-
ther information on thia subject. 
The recent attempts of the Territorial offi-
cers in Utah to enforce the laws against 
polygamy, are commended. 
** It is not," says 
the President, "with the religion of the self-
styled saints that we axe dsaling, but with 
their practices," 
The redemption of the public debt during 
the year has reached the large sum of •80,-
•000,000, or at the rate of more than seven 
millions per month. The President thinks it 
is no longer desirable, that the reduction 
should continue at so rapid a pace, but that 
a breathing spell should be allowed, and 
that taxes should be reduced. To this end, 
he recommends that all internal taxes be re-
pealed, except those on spirituous, vinous, 
and fermented liquors, tobacco and stamps. 
As regards the tariff, he makes ao specific 
recommendation, 
except

revenue ia derived, should be repealed. If 
any further reduction ia advisable—that is,

allusions to the loose way ia which members 
of Congress sign recommendations for the 
.appointment of unworthy persons to office. 
If the signers of such papers were held to 
the same responsibility as those who, ia 
aercantile 
circles, recommend 
insolvent 
persons as worthy of credit, he thinks that 
this in itesM would, be an important step 
toward Civil Service Reform. 
All the bad

says,

the recom-

having 
i proper sense of the responsi bill ties attach-
ing to their recommendations. Thu means 
that the President has not appointed any un-
t.-orthy persons to office on bis o-.vn motion. 
This averment may be open to question, bat 
we think thst he has good reason to com plain 
of the irresponsible endorsement of the pa-
pers of ofiiee-se%keie by member* of Con-
gress. The fact remains, however, that the 
constitution vests the appointing power flt 
the President and not in any member of Con-
gress nor in all of them. If their recom-
mendations are deceptive, he should disregard 
them. The constitution does not make any 
provision by which he can fall back on them 
or divide the responsibility with them. 
in conclusion, the President recommends an 
immediate appropriation for the purchase af 
the square on which the Chioago Custom 
House and Post Office stood, the same to be 
«'fleeted as soon as the Legislature of Illinois 
shall pass a law for the condemnation of the 
land, also an appropriation of whatever sum 
can be advantageously used during the next 
fiscal year in the replacement of 'the govern-
ment buildings. This reeommeadation will 
he thankfully received by all our oiUaeua.
