nasafe city for insurance risks, the scarcity 
in the supply of water. 
This is erroneous 
There was no scarcity of water on the- oc-
casion or the taie nre until tne pumping 
works wore destroyed; and long before that 
time the fire had passed beyond all human 
control, aad had already destroyed the busi-
ness part of the city. 
The fire took 
place on Sunday, on whieh day the supply 
ef water was equal to the capacity of a fire 
apparatus twice as extensive as our own. 
That fire department, under ordinary cir-
cumstances, could have kept this fire within 
very small Kmits, but lite gale and the dry 
condition of every .exposed part of build-
ings incidental to along drought defeated 
"very exertion. The gale carried the fire 
in some distances over half a mile beyond 
where the firemen were bravely contend-
ing with it, aad thus it was burning at sev-
eral points at the same time, and from 
each point the wind was bearing burning 
brands to cause new conflagrations. 
The Springfield Republican, in an arti-
cle on the fire, says :

"city for the moat part built of 
wood" we must probably own up to; the 
drought and the gale of wiadt there is no 
I disputing, for they have unfortunately . 
left an indelible record behind them. But 
the block pavement cannot reasonably 
be charged with aay considerable measure 
of blame for the catastrophe of last week. 
The block pavement still stands in good 
order throughout all its long stretches, 
excepting in a few places, mostly on the 
North Side, where it has bean seriously 
injured (eot, by any means, destroyed") by 
the showers of brands and cinders and 
avalanches of rod-hot bricks which fell 
upon it. It is doubtful, indeed, whether 
any Sonne pavement would have stood the 
siege better. The hvjsivratt of stone side. 
walks have, for the meat fcart, yielded to 
the calcining process, and are total 
ruins 
Our plank sideicalks were simply 
damnable, aad served their purpose of 
trains to carry flames much better than 
they have ever served as footways for our 
surging population 
These had not been 
entirely supplanted, even in the best busi-
ness quarters, and mora than one magnifi-
cent building was set on fire by them. It 
is not probable, however, that any fire was 
contmasicatad by means of the block 
pavements. 
They are probably the cheap-
est pavements for Chicago, aad have 
proved, when laid, decidedly 
durable 
through both wear and fire. The streets 
composed of them now form a network ef 
sraoo&h thoroughfares through the burnt 
district which will prove exceedingly valu-
able in rebuilding.

Poller Palmer resumes at onoe tbe erection of

from Sue office to another several times, and 
finally he buried in a cellar all bis drawings, and

Shipley, a well-known philanthropist of Cin-
cinnati, requesting him to take charge of a num-
ber ot ohildrea made orphans by the fire. Mr. 
Shirley came immediately to this city but found 
Mayor Mason so totally mixed that be got no 
satisfaction from bim. He, however, did a great 
kindness to the Half Orphans' Asylum by pro-
viding it with mattresses and aid of different 
kinds. For tbe present tbe expenses of the Half 
Orphan Asylum will be borne by the Cincinnati 
Children's Home. 
Three ladtea who accompanied Mr. Shipley 
slso did a good work iu fitting up a lying-in hos-
pital for the relief of women who were destitute. 
Another manifestation of the same spirit was 
noticeable in tbe reception of a hundred chil-
