Republican supremacy in the Sen ate, according to an article in the New York Tribune, rests on a less gecure basis than has been popularly imagined. If Senator Hayward, of Nebraska, who was recently stricken with apoplexy, should die, there will be another serious disturbance of political balances in the deliberative branch of Coogress. The fall elec tions a year ago seemed to give the Republican party assurances of a record.breaking majority in the Sen ate and also insure Republican con: trol of that body for six or eight years to come. But,according to the Trib une, the outlook is not as rosy as it might be. In three States—Penao sylvania, Delaware and California— Republican Legislatures failed to eleot Senators, If Mr. Hayward should die, the Republican member ship of the Senate, when Congress assembles next winter, will be only 50—seven votes more than the actual quorum, but only four votes more than the constitutional quorum when all the seats are filled. With vacan cies from five States—California, Utah, Nebraska, Pennsylvania and Delaware—the Senate will stand: Republicans, 50; Democrats, Silver Republicans, Populists aud Inde pendents, 35 Of the vacancies which may be filled by appointments by the Governors, the Republicans can count only upon two—one each from California and Pennsylvania. Dela ware has a Republican Legislature bat a Democratic Governor; the Governor of Nebraska isa Populist Democrat, and the Republicans are in the minority in the Utah Legisla tare. So the most that the Republi: eans can expect, if Senators appoint ed by the Governors are admitted, is a membership of 52 in the Senate in the Fifty-sixth Congress, or a ma jority of 14 over the combined oppo sition of 38. The Tribune expresses grave doubts whether-this majority will be main tained in the Fifty-seventh Congress. The terms of Mr. Wolcott, of Colo rado Mr. Carter, of Montana, and Mr. Shoup, of Idaho, will expire in 1900. Itis more than probable, in the opinion of our New York con temporary, that their successors will not be Republicans. There is an even ehance to lose in Nebraska and Kan sas the seats held by Mr. Baker and Mr. Thurston. If the Republicans should lose these five Senators they would have cply 47 members of the Senate inthe Fifty-seyenth Congress, while the opposition would have 43— the Republican majority being cut down to four. Under the circum stances the Tribune concludes that eontrol of the deliberative branch of Congress is not likely to be retain ed in Republican bands if, in next year's campaign, the Republican candidate for President is not tri umphantly elected. The Sulus present perhaps the most peculiar conditions. The President, it is understood, is ready to pledge the payment of $20,000 anpaul trib ute to the sultan of this island in consideration of his submission to the sovereignty of the United States, we, on our part, guaranteening the protection of his religion and his domestic institutions. In religion the Sulus are Mohammedan; the sultan has his harem, and his sub: see, who become subjects of the nited States, are polygamists, when they can afford to be such, under the doctrine of the Koran. **Farther than this, glavery exists among the Sulus as a recognized so cial condition, and this is guaranteed by the understanding which General Bates is arranging with the Sultan. So that, in the assimilation’ of the inhabitants of this one island of the Philippines, the United States appears to be about to be committed to the recognition of two of the relics of barbarism’ for whose eradication from this continent we have sacrificed many lives and much treasure. “There are now missionaries of the Mormon faith seeking proselytes right here in Boston and boasting of converts to the doctrine of Joseph Smith. Bat there has not yet come anyone to preach the Sacioidne se of human slavery, to which idea Presi. dent MeKinley has committed the United States in his negotiations with the sultan of Sulu. Polygamists and slaveholders are indeed strange bedfellows for the imperialists of New Eopgland.” The Rev. W. B. Oostley, of Stock bridge, Ga., while attending to hie pastoral duties at Ellenwood, that state, was attacked by cholera morbus.
