From this date until 1521 no one was
assigned to command the army, the
chief command being exercised by the
Secretary of War. The following officers

1800 to 1812 ;Maj. Gen Henry Dearborn,

While Gen. Scott was in Mexico he
bad command only of the army under
him, and did not command the army
of the United States, which was under
the direction of the Secretary of War.
There are pictares of every command
ing officer, with the exception of Oapt,
John Doughty, and no portrait of him
has ever been preserved for the War De
partment. It is said that Oapt. John
Doughty and Lieat. Col. Josiah Har
mer were assigned to command the
army for the purpose of belittling the
position, but this, of counrse, is only
ramor.

¥M'Kinlev's New Horses.
The President has a new team of
horses, just shipped him from Fox
Lake, Wis. ,and they are as pretty a pair
of steppers as ever graced the streets of
any oity.
The team is composed of chestnut
geldings, five years old standing sixteen
hands high and weighing 2,400
pounds, Mr. McKinley paid $2,500
for the two, which were bred and rais
ed at Fox Lake, their sire being the
American born Arabstallion Damascus,
gandson of Linden Tree. The latter
was the Arab presented to General
Grant Uv the Saltan of Turkey. The
dams are sisters, sired by Olay Pilot
II, by old Olay Pilot, grandson of
Henry Olay direct descendant of Grand
Bashaw.
President McKinley will use the
pair as a family team, as they have
been broken to heavy harness, can do
twelve miles an hour to a heavy car
riage and are perfeotly safe. They
bave white faces and feet, are stylish
in appearance, and have high, all
around sotion.

Tnyoarenll Again Heard From.
Spiritualistic mediums all over the
country are busily arranging for ex
exclusive conversations with the late
Col. Bob. Ingersoll, but to Dr. Wil
liam Franks, of New York, belongs
the distinction of having had the first
communication in that eity from the
spirit world with the great agnostic.
De. Franks's conversation with the
late Col. Ingersoll is said to have oe
curred Monday about noon following
his death. Among those Jirosent nt
the seance wore Charles Broadway
Ronse, Charles Davis, who was form
erly Col. Ingersoll’s lecture agent,
and a former judge from Drooklyn,
and De. 'ranks’s press agent says
there was also a former mayor of
New York in the party.

into a trance without any premedita:
tion. The doctor told his anditors
that he could seo the form of Colonel
Ingersoll very plainly. The Col told
the doctor that he was much worried
about two lotters which had engross.

Corrigan in reply to a note which he
had sent to the archbishop asking

divulge the contents, but it was in a
hidden drawer in a large desk. Col.
Ingersoll explaired to Dr. Frank that
he was afraid his family would not
know where the will was secreted,

details with Dr. Franks as to what he
was doing in the spirit world. Dr
Parker, of London, whom he had slso
me: in life, had told hin since they
met in the spirit land that he, Dr.
Parker, had realized the falsity of many
things which he had taught. There
was a Rev. John Tilley, of Baltimore,
whom Ingersoll had met on earth sev.

had taught during life, and admitted

Mr. Rouss Donates $30,000 for a Public
Building in Winchester.
At a public meeting of the city coun
cil of Winchester, Va., last week a com
munication was read from Charles
Broadway Rouss, of New York, offer
ing the city of Winchester the sum of
£50,000 for the pnrpose of erecting a
bailding. The gift is made condition
ally. One of the conditions is that
Winchester shall contribute at least
£10,000 to the building, which is to be
situated on the east side of the Market
Sqoare, facing Market street, The
city is required to erect upon a lot
70 by 150 feet, recently purchased by
Mr. Rouss and situated near the Market
Square, a shed for the accommodation
of county vehicles together with a suit.

them as sitting rooms, etc The city
is also to heat the building, and besides
furnishing the hitching yard and build
ing with drinking water, is to keep a
janitor there. The only requirement

they relinquish their right in that por

Ronis has designated as the building

on behalf of the city and accepted al)

The citizens are jubilant over the
prospect of a magnificent public baild
ing, as heretofore there has been no
such building there and they are na
turally very grateful to Mr. Rouss. Mr.
Ronss has sent a letter to the board of
county supervisors asking them to
make the concession in regard to relin
quishing their interest in the Market
Square, and it is expected that they
will appoint a committee to confer
with a like committee from the city
council and an amicable settlement
will be reeched.
Aside from his well known philan
thropy Mr. Rouss’ object in making
this offer at this time was to affect a
settlement between the town and county
over possession of the Market Square,
which is now the subject of a suit
While no plans accompanied Mr. Rouss’
proposition, provision will be made in
the new building for a large public hall
