the river front and in the lower sec

that it will have to be rebuilt The

thrilling story One of the most carious
occurrences of the whole disaster was
how Mr Walters got to tho balL He
had his office on the second floor and
his home at Nol 135 Walnut street He
says he was in the house wth his family
when the waters struck JL All waa car
ried away Mr Walters’ family drfted
on a roof in another direction He
passed down several streets and alleys
linfn be came to tho balL His dwelling
struck that edflce and he was thrown
into his own office About 200 persons
bad taken refuge in the hall and were
on the second third and fourth stories
The men held a meeting and they drew
np some rules which all are bound to

act- of the President in with
drawing the appointment of CoL Beverly
Tueker is the absorbing topio of conver
sation in political circle Even the
most ardent Republicans condemn the
notion The appointment was
withdrawn by the President
without as much as consulting his Secre
tary of State Mr Blaine and CoL
Tucker are close warm friend and have
been for many year CoL Tucker states
that he would not have accepted the
appointment from any other man than
Mx Blaine and that the latter thanked
him cordially for accepting it Mr
Blaine suggested CoL Tucker and the
President heartily favored it This waa
ten days ago
The whole thing is an outrage upon
both CoL Tucker and Mr Blaine It
la evident that the latter is much the

honor of having frightened the President

red-hot partisan and a man
of war does not care a umap about the
rebel record of CoL Tuoker only so far

CoL Tuoker waa simply the instrument
to inflict the blow Gen Boynton knows
aa well aa anybody that CoL Tuoker
had no more to do with the a mb agination
of Linooln than he (Boynton) had He
laughs in his sleeve when he thinks
about It He wanted a pretext to slap
Blaine in the face and he found it and
used it effectively When two Repub
lican Presidents— Hayes and Garfield—
from Gen Boynton’s own State appoint
ed CoL Tucker to places of trust and
honor' Gen Boynton did not protest
At the special requAit of Mr Sherman
when the latter was Secretary of the
Treasury Mr Tuoker formed one of a
commission sent to San Francisco to ex
amine the important operations of the
ub-Trraaury and Mint in that oily

he was selected by the State Department
for a delicate and responsible confidential

the Cabinet proposed the name of CoL
Tuoker Prealidcnt Garfield clapped liis
hands and said Put him down that
is the best appointment we have made
to-day”

which have been buried in deserved
oblivion for nearly twenty-five rearx
Mr Tuoker never heard of John Wilkes
Booth until after the death of Lincoln

to be Induced to withdraw the am
nouncement of the appointment of Mr

not finally yield to influences actuated

sin until the last moment and from
Liverpool where he was Consul Gen
eral until the advent of the Linooln
Administration he wrote hundreds of
letters to Ms friends in Virginia coun
seling adherence to the Union But
when secession came he went with his
State and his kindred as did many am

a brief intermission he was engaged in

Quaxtermaster’a store and a mission to
Canada to exchange cotton for meat I
had nothing whatever to do with any
of the military operations of the Confed
eracy their gun or their soldier or
their milijaxy plans in any way and I
was in absolute ignorance of them I
waa in Canada to trade cotton for meat
pound for pound President Linooln
and Secretary Seward were aware of my
mission knew its character and all
about it President Lincoln issued a
permit ’under the Treasury regulation’
for Mr W O Ford of this city to go
to Canada to trade with me The per
mit was written by Mr Lincoln but four
or five months before Ms assassination
