"are enlisted with their whole hearts on
the side of reconciliation and peace."
The people of these Confederate Statis, notwithstanding
their separation from their late
sister, have not censed feel a deep solicitude
in her welfare, and to hope that at no distant
day, a State whose people, habits and institutions
arc so closely related and assimilated
with theirs, will seek to unite her fale and
fortunes with those of Litis Confederacy.
The government of the Confederate States
receive with respect the suggestion of the State
of Maryland "that there should be a general
cessation of hostilities now impending until
the meeting of Congress in July next, in order
that said body may, if possible, arrange for an
adjustment of existing troubles, by means ot
negotiation rather than lite sword," hut is at. a
loss how to reply without :i repetition of the
language it has used 0:1 every possible occasion
that has presented itself since the establishment
of its independence.
In deference to the State of Maryland, however,
1 again assert, in the most emphatic
terms, that its sincere and earnest desire is for
peace; that wlwl.-a the government would readily
entertain any proposition from the government
of the United States tending to a peaceful
solution of the pending ditlicullies, the recent
attempts of this government to enter into
negotiations with that ofthe United States were
attended with j e:s11!ts which forbid an}' renewal
of proposals from it to that government.
If any further assurance ot the desire of this
government for pence were necessary, it would
l>e suflicient to observe thai, being formed of a
confederation of sovereign States, each acting
and deciding for itself, ihu right of every other
sovereign State to the same self action and self,
government is necessarily acknowledged.?
Hence conquests of other States are wholly inconsistent
with the fundamental principles,
and subversive of the very organization ol this
government, its policy cannot but be peace?

The people of Virginia, in their ratification
of the Constitution of the United States of
America, adopted by them in the Convention,
on the twenty fifth day of June, in the year,
of our Lord one thousand seveu hundred and
eighty-eight, having declared that the powers
granted under the said Constitution, were derived
from tlie people of the United States,
and might he resumed whensoever the same

and the Federal Government having
perverted said powers not only to the injury
of the people of Virginia, but to the oppression
of the Southern sluveholdiug Slates:
Now, therefore, we, the people of Virginia,
do declure and ordain thai the ordinance adopt- i
ed by the people of this Stale in Convention, i
on the twenty tilth day of Juno, in the year of
our Lord one thousand seven hundred and i
eighty-eight, whereby the Constitution of the i
United States of America was ratitied and
all acts of the General Assembly of this State I
ratifying or adopting amendments to said Con-
stitutiou are hereby repealed and abrogated
that the union between the State of Virginia
and the other States under the Constitution
aforesaid, is hereby dissolved, and that the i
Stale of Virginia is in full possession and ex- t
eruise of all the rights of sovereignty which be-
long and appertain to a lite and independent

is no longer binding on any of the citizens of

its rejection, shall be written unuer the latter
heading.

Carriages and Caissons.

manufacture of Percussion Ca]*i and the issuing of the
same, will be intended to by the Ordnance Department of
the Southern Confederacy, for which purpose so much of
the Ammunition as Is now on hand at the Armory, and the
present accommodation for further manufacture of Ammunition
as Is now appropriated for that purpose by this
State, be turned over to the Confederate authorities during
the continuance of the war.
