No wonder that the registry business of the l'ostotfice Department is stead ily diminishing! The people are los ing confidence in the system as a means of insurance. 1 hough the fee lias been reduced front 10 to S cents, the number of letters and parcels reg istered during the last fiscal year was less than 11,000,000. Four years ago tlic- number exceeded 1.>,000,000 an nually. What is wanted is safely, and the system does not give it. When a mail car or a postotlice is rubbed, it is always the registered matter, advertised on its face as valu able, that is taken. In 1800 the l'ost mastcr General of the United States advocated the abandonment of regis tration on the ground that it was fruitful only of danger to what it was designed to protect." The remedy is very simple. The government ought to grant compensa tion for registered letters lost or de stroyed. Nearly all foreign countries give such insurance. In Great Brit ain, for example, the registration fee is only 4 cents, and if the letter is not safely delivered to the addressee, an indemnity of $lO is paid to the loser. A graduated series of fees is so ar ranged that the sender of a parcel can insure it up to $250, this maximum guarantee requiring the payment of 22 cents. The parcel must be marked with its value. It is stated in the postal regulations of the United Kingdom, rather quaint ly, that payment of such insurance will be made by the postmaster gen eral not in consequence of legal lia bility, but voluntarily and as an act of grace." Registration of money or jewelry is compulsory; such articles ere not permitted to be sent in the or dinary mails. At the same time par cels addressed to foreign parts cannot bo registered, though for India they may be insured. The British govern ment pays up to $lO for the value of any ordinary unregistered package that is lost in its mail service. This applies only in the United Kingdom, and it does not govern at all if the parcel is improperly wrapped or con tains eggs, liquids or very fragile arti cles. Nearly all foreign countries insure letters and packages up to $lO in their domestic service without extra fee. On the other hand, no indemnity is paid even for registered mail matter by tbe United States, Brazil, Bolivia, Paraguay, Uraguay, Chile, British In dia, Japan and Kongo. These are the only exceptions to the general rule. The Third Assistant Postmaster Gen eral of the United States in two an nual reports has recommended to Congress the granting of an indemnity on registered letters and packages not to exceed $lO. This is sure to be done sooner or later. Turning to the regu lations of the International Postal Union, one finds that the sender of a registered package to a foreign coun try is entitled to $lO in case of loss, unless the latter has been occasioned by force majeure"—meaning war. This indemnity must be paid by the government that dispatches the pack age. However, that government may recover tbe amount from the govern ment in whose territory the loss was incurred. The adoption by Uncle Sam of an indemnity limited to $lO would in* crease the confidence of the public at very little coat. During the last fiscal year 654 pieces of registered matter were lost. Supposing the maximum payment to be granted in each in stance, the entire expense of such in surance would be $G,540 for the twelvemonth. This ia a trifle com pared with the money gained that would accrue to the government from the increase in the registry business that would follow the acceptance of the indemnity plan. The latter would take from the ordinary mails a vast number of money letters and would make the transmission of such letters much more safe. The registry system practically pre vents dishonesty on the part of postal employes. Every person who handles a registered letter or package must give a receipt for it. If it is lost, the postoffice department can put its hand, so to speak, on the spot where it disappeared. It can go right to the individual who had it when it van ished and can hold him responsible. If it is a case of theft, it is known ex actly at what spot search ought to be begun, and the missing package or letter ia very apt to he recovered. It is considered most desirable that valuable packages should he taken out of the ordinary mails, where their presence is a constant temptation to postal employes. Thefts by them in volve heavy expenses for detective work, trials, etc. Thousands of people make a regular practice of sending money in the ordinary mails because they believe that the chances of loss are increased by registration. How One man makes a Living By Buying Canadian money. Buffalo Express. All through that part of the coun try (northern Ohio) there is a dis count of 20 cents on every Canadian dollar. Of course Canadian money is not as much in circulation as is the legal tender of the United States, but there was enough for his purpose. A man advertised in all surrounding country towns that he would redeem Canadian money for 90 cents on the dollar. It was some time before he had any results from this advertising. It was like the man who stood on London bridge at midnight and of fered to give away sovereigns. People laughed at him. The farmers were shy. They thought it was a swind ling game of some kind and left him severely alone. One day a man came in with $lO Canadian money. It was of all shapes and sizes from the 5 cent piece that looks like a dime to a dollar bill drawn on the Bank of Montreal. If he had spent it, he could have se cured $8 worlh of goods for it. My man gave him'niue big silver dollars in United States money for it. Before tbe week was out he had exchanged United States dollars for $250 worth of Canadian money. DURING the year 1895, 15,000 tons of starch was made from potatoes in the States of Wisconsin, Minnesota and North Dakota.
