WOMEN.
It appears from Seneca, that the ancient1
Egyptians, in the disposition which they
allotted to the genders of their nouns, paid
a singular and delicate compliment to the
fair sex. In the four elements, beginning
with water, they assigned the ocean as a
rougn Doisierous iu uic
but streams and fountains they left to the
^noK gentle females. \s to earth, they
made rocks and stones male; but arable
and meadow lands female. Air they divi-i
ded thus: to the masculine gender, rough j
wind and hurricanes of every kind to the i
female, the sky and the zephyrs. Fire,
when of a consuming nature, they made
male; but artificial and harmless flames they
consigned to the tetninine class. Not so the
Homans. They made a most auk ward, and, i
in some instances peculiarly ridiculous, dis- j
tribution of genders. Indeed, even the
|y>et<of that celebrated nation seetn to hare
been little disposed to show any species of!
gallantry to a sex, an attachment to which,
probably, caused the rise and existence ot
theif art.
In West Greenland,.the women are sub
jected toe wry heavy loads, even from their
younger years; their dress is chiefly skins;
and they perform the offices of butcher, cur
rier, cock make also cloths, shoes, boots,
build and repair their houses and tents, as
far as regards the masonry the men only
doing the carpenter’s work.
In Sweden, the women follow the plough,
row on the water, serve the bricklayers,
and do all the common drudgeries ot bus*
bandry.
The women in Poland have a watchful
eve over their daughters, and, in ttie dis
trict of Sauiogitia particularly, make them
wear little bells before and behind, to give
notice where they are, and what they are
about.

life and power of godliness, and enjoy the

and evening sacrifices, and let the incense

Wednesday, January 6.
Whether times will mend or not, who
can tell but if they do not—that is to say,
if the congressional proceedings continue
to he as barren of interesting matter, or
even of matter of public importance though
uninteresting, as they have been for some
days, nay weeks past—my office of cor
respondent will be that most wicked, cor
rupt, and anti-republican of all things,—a
mere sinecure place. Of yesterday's bu
siness, had it not been for two memorials
presented by Mr. Sergeant on the heart
rending, disgraceful subject of the slave
trade, I should have nothing to relate for
though the day was occupied, even to half
past three o’clock, by the sarhe private
claim which exhausted so much of the pre
ceding day, l do not consider an oration on
Mr. Delafield’s affair with congress a sub
ject sufficiently pleasing and nationally in
teresting to fascinate your readers, recom
mended though it was by the bewitching j

Sergeant’s two petitions, or rather two me- j
mortals, however, will probably afford to
the private contemplation of your readers,
gratification of a more substantial kind than
they could derive from any effusion oi mere j
eloquence, and I doubt whether there are
not some of them who would consider those
two humble remonstrances as entitled to the
rank of eloquence of no subordinate kind, i
Your quaker readers, and ail who, like
them, think the Africans are creatures of
the same species as themselves, would, no j
doubt, prefer them to the speeches of* a
whole wilderness of stump orators. The
first of them was the memorial of sun
dry inhabitants of the city of Philadelphia,
praying that the laws prohibiting the im- j
portation of slaves into the United States j
may be so amended as that people of color
unlawfully introduced into the U. iStates
may not be sold as slaves; and this was re
ferred to the committee on that part of the
President’s message which relates to the il
licit introduction of those unhappy suffer
ers.—The second memorial was from the
American convention for the abolition of
slavery, and improving the condition of the
African race, and prayed that in any nego
ciation between the U. States and Spain,
and between the U. States and the republic
of South America, measures may be adopt
ed for suppressing the African slave trade.
This memorial was ordered to life upon the
table.
I ought not perhaps to omit mentioning
that a bill was ret orted from the naval com
mittee, by Mr. Pleasants, providing that the
amount of security to be given by navy a
gents shall be increased*—and that all who
go into that office before the first of May
next shall execute new bonds for #30,000.
His excellency Daniel U. 1 ompkins, vice
I president of the United States, his lady and
two daughters, accompanied by the hon.
Smith Thompson, secretary of the navy,
commodore Chauncey, and general Swift,
arrived from New-York yesterda}' after
noon, at the Washington hotel, in this city.

CONGRESSIONAL BANK COMMITTEE.
Messrs. Spencer, Burwell and McLane,
have returned from Baltimore, and resum
ed their seats in the house of representa
j tives; and we learn that Mr. er, a
member of the same committee, has pro
ceeded to Richmond, on business connect
ed with the investigation. [Ibid.
Mr. Andre de Daschkoff is at present at
the seat of government. [Ibid.
The hon. Waller Taylor, at present a
senator in Congress, from the state of In
diana, is re-elected for six years, from and
after the 3d day of March next.
General Adair’s suit against general Wil
kinson, forfalse imprisonment during Burr’s
conspiracy, has been decided in The Nat
chez court: damages for the plaintiff 2,
500 dollars.

CONSULATE OF THE NETHERLANDS.
His majesty the king of the Netherlandi
has, by his decree of the 19th June last,
annulled his former decree, bearing date
of the 24th November, 1817, establishing
discriminating duties to be paid by the
American vessels in the ports of the king
i dom, and has been pleased to order, noi
only that the American flag should be equal
(*ized with the national one, but also, tha
suras overpaid to the customs by virtue of
said decree of the 24th November, 181
should be refunded.

It will be recollected that we gave, a
few days since, ah account df the loss of
the mail between this place ahd Washing
ton. Yesterday (Jan. 0 two rtejgro men
were committed to the jail of Baltimore
county, on the charge of having robbed it.
The circumstances, as related to us, are as j
follow tue careless driver, it appears,
lost the mail, bag out of the stage, which
was found by the two negro men above
mentioned.
It appears doubtful whether they krtew
what it was when they found it, as they ap
pear, We are told, to be very ignorant j
slaves. They contrived, however, to make i
their way into it by the aid of a knife-, and
finding it cohtained letters, they contrived j
to open these also, took about 2,800 dol- i
lars in bank bills, and then burnt the letters j
and the mail bag. We understand about
2,000 dollars of the money has been reco- j
vfered what has become of the remainder

From the Boston Repertory, Dec. 31.
Yesterday* in the Circuit Court of the
U. States, ih this town, bolden by Judges
Story and Davis* the four prisoners, against
whom a verdict had been found for mur
der, on board the schr. Plattsburgh, were
brought up ahd received their sentence.
The trial took place on Monday and Tues- 1
day. In the course of the evidence it
appeared that the schr. Plattsburgh, owned
by Isaac M’Kim, of Baltimore, sailed
from that port for Smyrna, July 1, 1816,'
having on board 42,COO dollars in Specie,
and fiOO haps of Coffee. Wm. Hatchett.
captain, Thomas Baynard, supercargo,
Frederick l. Guison, 1st mate* and Ste
phen B. Onion, one of the witnesses, 2d
mate, and eleven men in all before the
mast, among whom were the prisoners,
John Williams, John P. Rog, Francis Fred-
trick, Niles Peterson* and Nathaniel 1
White,
No material difficulty occurred onboard j
until about 12 o’clock on tbe night of July
2d. when William*, who was on deck,
cried out, a tail, ho Onion asked where,
and Williams replied, Come forward
and will tell you.” Onion and Guison
went forward, and both were knocked
down. Onion beard Guison cry, “Mur
der,” and did not see him afterwards. O
nion was taiaed about the breast, but the
captain coming'up from the cabin he was
left, and ran below and concealed himself
in the bread locker. Baynard was called
up in haste, and told the captain wanted
him. Onion heard a scufflle on deck, and
saw no more of the Captain or Baynard.
They afterwards came below, found O
nion, and held a consultation how they
should dispose of him. Peterson propo
sed to throw him overboard, as he was
one of the officers. The others said No.”
Williams said, As we have taken inno
cent blood enough, let him lire.” They
agreed to let him live and share with them,
compelling him to take a large glass of
whiskey, and to swear to be true to them.
The next day White asked if they should
go to South America. Stromer said they
would go to Norway, where he was well
acquainted. They broke open the hatch*

nion at first refused to take his share, but
on being threatened, took it. Stromer was
made captain,and they steered forNorway.
Onion afterwards heard Peterson say that
the captain nearly threw him overboard,
and Smith said the captain drew him over
the rail, and he then separated himself
from him. Frederick said this was the
fifth vessel he had served in this way. Wil
liams said they had previously attempted
to poison the officers, and once to bind them
—Onion also stated that White appeared
to join reluctantly, and told him he would
never take life for money. He had a no
tion of falling back, but was afraid of the
others.
Thejrarrived in 22 days at Cleaveland, in
Norway, where they lay at anchor 4 or o
days. Onion did not go on shore but once,
and then Williams kept close by him.—
Here Williams, with Onion and Sanimer
son, the Howard who was witness, left the
vessel and went in a sloop to Copenhagen.
Here they remained 14 days, and then
were arrested by the police, when Onion
made abatement of the whole affair, as
be says it was always his intention to do.
Williams and Onion were kept in prison at
Copenhagen, until they were taken on
board the Hornet, to be bro’t to this coun
try.
Mc;srs. Hooper and S. L. Knapp appear
ed for the prisoners by appointment of the
court, and defended their cause with great
skill and eloquence. Mr. Blake, the U
I nited Sates’ Attorney for this District, con
ducted the prosecution with much ability,
and his closing argument to the jury, was
j remarkably lucid, powerful, and eloquent,

to the jury in a most able and perspicuous
charge, and after a short interval, the jury
i gave a verdict o(guilty of murder, agains
all the prisoners except While, uLom lt#y
acquitted.

should not receive the sentence of the taw

does not speak English intelligibly* ad
dressed the Court giving some account of
their lives and of the mutiny. Judg6 S’o1

her pronounced sentence of death, to bo

on tbe 21st of January ensuing.
The following is an abstract of tile an
swer of the Secretary of state, to the
late proposition of the Spanish Minister.
The answer of Mr. Adams is dated Oct.
31. He says that the tight of the United
States to the River Mississippi, and all the
waters flowing into it and to ail the ter
ritories watered by tllertl, is established
bej*ortd the power of further controversy.
In reply to the first proposition, he says,
that any proceedings upon it is rendered
unnecessary, by the determination of tlm
government to restore Pensacola, and the
forts'of St. Mark s and Barancas attd en
tirely useless, from the nature of the se
cond proposition. With respect to the st*-
cond proposition he insists, that the late t
grantsot land made in the Eloridas mmt
be cancelled, unless some other fund is
provided for satisfying the claims of our j
citizens on the Spanish government.
On the question of botifidsry, he propo
ses as a substitute for that offered by the
Spanish Minister, and assures him that it
is to be considered as a final offer on thd
part of the United States, the following,
viz. beginning at the mouth of the Sabine
River, and follow ing the course ol the ri- j
ver to 32 N; lat; thence due north trt the
northerly part bf the 33 dt*g. N. and until
it strikes the Red River thence by that
river to its source in the Show Mountain*,
37 25 N. and 106 15 W. thence to the
summit of the fnotmtairis; and following
the chain of mountains to 41 N. and fol
lowing the 41st parallel of lat. to the Pa
cific Ocean; He consent*, on condition
that all grants of Lands made in Florida,
since 1802, shall be annulled, to the pro
posal of renouncing mutually all claims by
the citizens or subjects of either country,
against the government of the other li
miting it, however, on the part of citizens
of the United States, to claims provided
for by the convention of 1&02,—ca$es of
claims for French captures, and condem
nations in the ports of Spain—claims on
account of the suspension of the right of
deposite at New-Orleans, in 1802,—and
all other claims which have yet beertsQb
milted to the department of State, or the
American Minister in Spain. The United
States undertake to exonerate Spain from
these claims, and to make satisfaction for
them to the amount of five million of dol
lars.
The other propositions arc in substance
agreed to, except a requisition of further
provisions to enforce the observance of the
treaty of 1795, which is declared inadmis
sible.
The Spanish Minister in reply, Nov. 16,
insists on an indemnity for the damage sus
tained by the government and by the sub
jects of Spain, from the invasion of Flori
da. In reference to the 2d proposition, he
consents that all grants of lands in Flori
ua, made since the 24th ot January last
shall be cancelled, the conditions of said
grants not having been fulfilled by the
grantees. On the subject of boundary, he
agrees to take the Sabine, instead of the
Marmenta, provided the line proposed by
Mr. Adams, as far as the Red River, shall
continue due north to the Missouri, and
thence follow this river to its source, leav
ing the boundary thence to the Pacific un
determined. The modification proposed,
to the 4th article, be accedes to, on condi
tion o! its being made reciprocal. He in
sists on some further provision to prevent
violations of the treaty of 1795, by the ar
mament of privateers against the Spanish
trade in the ports of the United States, but
agrees to the other modifications of his
propositions. [Ibid

London, Nov. 16.
Polar Expedition.—The Isabella and the
Alexander, composing the expedition for
the discovery of a North-West passage,
have returned to Brassa Sound, Lerwick,
without the loss of a man, or even with one
on the sick list. Capt. Boss’s despatches
reached the admiralty on Wednesday se’en
night, and the following is a summary of
their contents:—
“They have completely succeeded in ex
ploring every part of Baffin’s Bay, and with
the exception of errors in their latitudes and
longitudes, of verifying the statements oi
j that old and able navigator, whose name i
j bears, and of ascertaining that no passag
exists between the Atlantic and Pacific O
I ceans, through Davis’s Strait and Baffin’s
Bay, the whole found to be surrounded bj
high land extending to the north, hs far a
I lat. 77,56, and Ion. 76 W. and in the 74tl
j degree of latitude, stretching westward a
far as 84 W. longitude: They traced the
land the wliole way down to the cape Wal
singhain of Davis, which they ascertained
t0 lie in lal. 66, and Ion. 60; from thmee
they steered for Resolution Island, and (ben
stood homeward. They have made many
curious observations and discoveries, of
which, perhaps will not.be considered a:;
the least interesting, that of a nation being
found to inhabit the arctic regions, be tween'
the latitude of 76 and 78, who thought that
the world to the south w as all ice that gen
eration bad succeeded generation of a peo
ple who never had tasted the fruits pf the
earth had no idea of a Supreme Being;
who had never had an enemy, and whose
chiefs had hitherto supposed themselves
monarchs ot the universe. There now on
ly remains to be discovered the termina
tion, if it has one, of Middleton’s Repulse
Bay, and a few degrees to the northward
of it, to determine whether Greenland he
an island or joins America, and this might
with ease he done from the northernmost
station of Hudson’s Bay Company in any
one season.’’

The fatal event, which our readers must
have been prepared to expect, bas taken

mortification took place in her Majesty’s
leg last night, and it was evident to her
medical attendants, that she could not sur
vive many hours. At half past 12 o’clock
the Prince Regent and the Duke of V ork
arrived at Kew. At 1 o’clock Her Majes
ty departed this life, quite tranquil, with
out a struggle. An extraordinary Gazette
will l)f published this evening, and expres
ses sent off to such members of the Royal
family as are abroad. A letter has been
sent to the Lord Mayor.

frnnaparte.—The London papers of the
week have announced, that accounts have
been received by government, by the last
arrivals from St- Helena of a correspondence
having been detected by Sir H. Lowe, the
object bf which was the liberation of Bona
parte, and ids escape to Europe. Little be
yond the fact, has been suffered to trans
pire except that the correspondence has
been carried on with certain persons in
Rome, Paris and Munich that is, we sup
pose, with Lucien Bonaparte, LavaJette,
and some of his principal adherents and
admirers in Paris: Whether a plot has, in
reality existed, or Whether it has been only
inferred from suspicious circumstances, it
is not possible for us to judge before further'
particulars are made known but there is,
certainly, in such ft plot, nothing so impro
bable as to warrant us it1 any degree, to
dodbt the statement. The military party
in Franee, who under the pretence of liber
ty, wish for theirold leader to conduct them
again to power and to plunder, compre
hends many who, under the most distant
probability of success, would enter into sucb
a scheme. Lucien Bonaparte in now no
longer to be considered as the retired phi
losopher. His mixing in the political fray,
when he thought his brother humble enough
to consider him of consequence, was suffi
cient evidence that he is not dead to ambi
tion and revolution. The perjured and pre
scribed traitors, who, with Lavaiette, caa
only hope to be exempted from the conse
quence of their own treachery, by the res
toration of a military jacobinism, have

Mr. O'Meara, who lately officiated as
medical attendant of Bonaparte, is removed
from the British service.
[The Dublin Evening Post of the 13th of
November, has a Postscript dated 3o'clock
stating that a rumour was circulating
through Dublin, that Napoleon And escaped
from St. Helena. This article is copied
into the London Sun, of the 16th. without a

remark.]
[General Gourgaud, the officer lately re
moved from St. Helena, by order of sir
Hudson Lowe, was arrested at his lodgings
in London on the 14th November, by a
Warrant from the secretary of state’s office.
The general, a few days previous, had been
served with an order to quit the country,
under the provisions of the alien act, but
not complying, officers were sent to carry
the warrant into execution. Gourgaud
made considerable resistance, in which the
officers were severely injured.]
